NPPF UPDATE | What does it mean for development and transport planning?

The updated National Planning Policy Framework (NPPF) places a strong emphasis on vision-led planning, with new development encouraged in sustainable locations that are, or can be made, accessible by public transport.

For our Development Planning team at the JPP Group, there are several important updates for developers and landowners:

šŸ”¹ Policy S5 – Development Outside Settlements
New residential and mixed-use development outside settlements should be located within a reasonable walking distance of a well-connected station. The policy also supports opportunities including the re-use of existing buildings and previously developed sites.

šŸ”¹ Walking distance and connectivity
A ā€˜Reasonable Walking Distance’ is identified as around 800 metres or 10 minutes’ walk, taking into account the quality of the route. A ā€˜Well Connected Station’ should have at least four trains per hour overall, or two per hour in one direction, and be within one of England’s top 80 Travel to Work Areas.

šŸ”¹ Sustainable transport
Policy TR3 reinforces the importance of locating development where people have genuine alternatives to private car use, with a focus on improving public transport and active travel connections.

šŸ”¹ Parking standards
The NPPF provides greater encouragement for maximum car parking standards in well-connected locations where these can support a shift towards more sustainable travel.

šŸ”¹ Transport impacts
Policy TR6 reiterates the importance of Transport Assessments, Transport Statements and Travel Plans, with development proposals potentially refused where they would have a severe adverse impact on the transport network.

The key message? Transport, accessibility and connectivity need to be considered from the earliest stages of development planning.

At The JPP Group, we know that great teamwork often happens behind the scenes – and it is important to recognise the people who step up when it matters most.

We would like to give a special thank you to Wendy and Ellie, who went above and beyond last month to ensure everything continued to run smoothly while our Design Coordinators, were away.

Alongside managing their usual responsibilities, Wendy and Ellie made sure that critical tasks supporting the wider business were completed efficiently, the right people were kept informed, and clear records and references were maintained. Their organisation and attention to detail meant that the handover back was smooth and seamless.

These were exceptional circumstances, and their willingness to step in, take responsibility and support their colleagues is a great example of teamwork in action.

We are all incredibly grateful for everything Wendy and Ellie did.

We have an exciting opportunity for a Finance Assistant to join our Business Support team, based at JPP Northampton in Whilton Locks.

Working across The JPP Group, this is a varied role providing financial support to our Senior Management and technical teams and assisting our Finance Director with the day-to-day financial activities that help keep the business running smoothly.

The role will cover a broad range of responsibilities, including purchase and sales invoice processing, project costing, ledger reconciliations, bookkeeping, accounts preparation and supporting the wider Finance and Business Support teams.

As a multi-disciplinary consultancy, our Business Support team plays an important role behind the scenes, supporting colleagues working across a diverse portfolio of projects throughout the UK.

We are looking for someone who is organised, accurate and comfortable working as part of a busy team, with a positive approach and a willingness to get involved.

FROM CONCEPT TO COMPLETION

What does multidisciplinary engineering actually mean?

At The JPP Group, it means bringing different areas of expertise together from the outset, rather than treating them as separate pieces of a project. By working collaboratively, our teams can look at the bigger picture — understanding how decisions made at one stage can influence another and ensuring that everyone is working towards the same project goals.

This joined-up approach helps us to identify constraints earlier, coordinate information more effectively and resolve potential challenges before they become costly problems further down the line. It also creates opportunities to challenge assumptions, share knowledge and develop smarter solutions. We are delighted to share some fantastic news and congratulate Accounts Apprentice, Rose Creamer on successfully passing her AAT Level 3 qualification – a brilliant achievement and one that is thoroughly deserved.

To make the result even more impressive, Rose achieved a Distinction in her final interview, providing a fantastic finish to all the hard work she has put into her qualification.

The journey was not always straightforward, and Rose faced a few challenges along the way. However, she showed real perseverance and determination, continuing to work towards her goal even when things did not go quite to plan. Her resilience and commitment have certainly paid off.

Completing a professional qualification alongside the demands of a day-to-day role takes a great deal of dedication, and Rose should be incredibly proud of what she has achieved. It is also a great example of how persistence through the more challenging moments can lead to a result worth celebrating.

A huge congratulations to Rose from everyone at JPP. We are all very proud of you and look forward to seeing what comes next!

Starting a career in engineering is always a learning curve, but experiencing it through the eyes of an apprentice brings a fresh perspective on growth, challenge and opportunity.

Ovidui Tibuleac, one of our talented apprentices at the JPP Group, reflects on his journey so far — from stepping into the industry for the first time to gaining hands‑on experience that’s shaping his future.

"Technical Skills & Learning - Understanding drawings: from confusion to confidence

When I first started in the Highways team, I didn’t really understand what I was looking at when I opened an engineering drawing. A lot of the symbols, abbreviations and information were unfamiliar, and it took time to understand what everything represented. I found that the best way to develop this was through constant exposure to drawings on live projects and not being afraid to refer back to the drawing key whenever I came across something I didn’t recognise.

Over time, I started to recognise more of the information without needing to check, and I became much more confident in understanding how the different elements of a drawing relate to one another and the wider project. I also learnt that understanding a drawing is about much more than knowing how to use CAD; it’s about being able to interpret the information, understand what needs to be communicated and recognise when something needs further investigation.

It’s something I’m still developing, but looking back at the drawings I struggled to understand when I first started compared to the ones I can now confidently work with, it’s one of the areas where I can really see my progress."
