We were proud to be part of a special evening last week! Vice President, Josh Kimbrell, P.E., and Senior Project Manager, Greg Arifian, P.E., attended the Tenderloin Neighborhood Development Corporation's 45th Anniversary Celebration at Hotel Nikko San Francisco, a gala honoring nearly half a century of expanding access to affordable housing across the city.

TNDC's mission to keep individuals, families, and seniors rooted in the communities they call home is one we deeply respect. Events like this are a reminder of why the work we do matters and the incredible partners and community members who make it possible.

On May 13th, construction officially broke ground on the Bancroft-Fulton Student Housing project at UC Berkeley.

Our team was proud to be part of the milestone celebration, as Josh Kimbrell, P.E., joined Mayor Adena Ishii - City of Berkeley, UC Berkeley campus leadership, design partners KieranTimberlake, Tipping Structural, Buro Happold, and the broader project team for the occasion.

The 23-story, LEED Gold-targeted residence hall will deliver more than 1,600 new beds for first-year undergraduates, along with study lounges, outdoor terraces, and community amenities that will shape campus life for generations of Berkeley students to come.

To close out National Public Works Week, we're highlighting the 2025 Novato Water System Master Plan Update for the North Marin Water District.

F&L, with support from Kennedy Jenks and West Yost, led this comprehensive update to the District's water system master plan, covering local water supply and Stafford Lake facilities, hydraulic modeling, storage and pumping capacity evaluation, water quality, recycled water, asset management, and a Natural Hazard Risk and Resilience Assessment. The final deliverable includes a prioritized Capital Improvement Program to address system deficiencies and ensure the District can continue delivering safe, reliable drinking water to the Novato community.

Master plans like this one are the foundation of public works, giving agencies the technical roadmap to manage aging infrastructure, plan for growth, and build long-term resilience.

For , today we're highlighting the Roberts Regional Recreation Area Sewer Connection Project for East Bay Regional Park District in the Oakland Hills. F&L is providing engineering design services to establish a connection between the park's facilities and the nearest municipal sewer system, replacing the existing septic/leach field system.

The project is structured in two phases: a feasibility study to evaluate alternative alignments and identify the most cost-effective and environmentally sensitive route, followed by construction documents and construction support. The challenge is significant: the nearest downstream connection point is approximately 3,800 feet away along Skyline Boulevard with an elevation difference of roughly 400 feet, meaning a gravity-only system may not be sufficient.

The project requires careful coordination with the City of Oakland and close attention to the park's sensitive biological resources, including its redwood forests and special status plant species. F&L is working alongside subconsultants Crawford & Associates, Inc., HMH, and WRA, Inc. on geotechnical, survey, and environmental review.

Happy Day 3! Today we're highlighting the Bayfront Park Sanitary Sewer Replacement Project for West Bay Sanitary District in Menlo Park. F&L provided engineering construction support services for this project, including construction consultation, project management and coordination, and record drawings.

This project provided gravity sewer replacement for the District's 30- to 36-inch trunk sewers at the entrance to Bedwell Bayfront Park, including work within Caltrans' right-of-way along the Bayfront Expressway. These improvements divert flow to a proposed pump station, which will deliver flow to the future Bayfront Recycled Water Facility. Work required coordination with the City of Menlo Park, Caltrans, and Cargill.

Sewer replacement projects like this one are critical to maintaining the reliable underground infrastructure that communities depend on every day.

Happy National Public Works Week, Day 2! Today, we're highlighting the City of Pacifica's Vallemar & Rockaway Beach Sanitary Sewer Rehabilitation Project. F&L is providing engineering design services for the rehabilitation of the City's 1940s-era sanitary sewer collection system, including condition assessment of approximately 38,000 linear feet of sewer mains and associated manholes.

The project includes system-wide replacement through pipe bursting and three creek crossings using Horizontal Directional Drilling (HDD). Working in environmentally sensitive coastal neighborhoods required trenchless construction methods to minimize surface disturbance and careful coordination with CalTrans and other regulatory agencies.

This project received the APWA - Silicon Valley Chapter Project of the Year Award in the Disaster or Emergency Construction/Repair category, recognition of the urgency and complexity of keeping critical sewer infrastructure functioning in a coastal community.

Happy ! This year's National Public Works Week theme, "Rooted in Service, Powered by Community," is a fitting description for the kind of essential, behind-the-scenes infrastructure work that keeps communities running.

Today, we're highlighting the Carter Hill Prestressed Concrete Tank and Seismic Upgrades Project for the Coastside County Water District in Half Moon Bay. F&L is providing Construction Management for the replacement of two aging water storage tanks with a single, larger 2.1-million-gallon prestressed concrete tank designed to be low-maintenance and seismically resilient. The new tank features a free-spanning concrete dome and will ensure the community's water system remains safe and reliable for decades to come.

F&L is proud to announce that the Chemeketa Park Water Storage and Drought Relief Project received an APWA - Silicon Valley Chapter Honor Award in the Utilities category at the 2026 Awards Gala on May 8th!

Completed in partnership with Chemeketa Park Mutual Water Company and DACO Construction, this project delivers an 88,000-gallon glass-fused-to-steel water storage tank nestled among the redwoods of the Santa Cruz Mountains. The dark green glass finish was intentionally selected to reflect the beauty of the surrounding forest, blending seamlessly into the natural environment while serving a critical infrastructure need.

The tank was constructed from the base up, with each ring assembled and raised before the next level is added. This precision method eliminates the need for cranes in a constrained, forested site.

We're incredibly proud of this team and the lasting impact this project will have on water reliability and drought resilience for the Chemeketa Park community.

Joanne has been the backbone of F&L for over 17 years - managing everything from payroll and billing to contracts and compliance while helping grow our firm from fewer than 5 employees to 37 across four offices. Her behind-the-scenes leadership makes everything we do possible.

Construction progress on Treasure Island – Stage 2 infrastructure improvements. Last month, crews installed a 36-inch fused HDPE storm drain line and precast concrete manholes to provide interim drainage during ongoing street and utility construction.

These improvements are part of the phased infrastructure program supporting the redevelopment of Treasure Island, where new streets, utilities, parks, and neighborhoods are taking shape.

It’s always rewarding to see the work move from design into construction and watch these critical underground systems come together in the field. F&L is proud to contribute to the infrastructure supporting the island’s next chapter.
