When the call for a total institutional turnaround came, I answered. What I found changed my entire approach to engineering.
In December 2025, I was appointed to lead a massive infrastructure and governance stabilization mandate. I walked into a system facing total operational collapse: compromised critical assets, systemic financial leakage, and a complete lack of technical accountability.

What we achieved:

Zero Waste: I replaced broken payment systems with a physical, site-verification-only model. Fruitless and wasteful expenditure on new procurement during my tenure? R0.

Asset Protection: Successfully defeated hostile high-court liquidation attempts and formalized an internal Asset Protection Unit, reducing infrastructure theft to near zero.
Technical Innovation: Deployed the PUC Decentralized Treatment Plant (DTP) strategy—transitioning from vulnerable, centralized systems to modular, resilient infrastructure.
Governance: I anchored all investment in rigorous SDBIP and IDP frameworks, ensuring technical decisions were audited, enforceable, and protected from political override.
The Lesson:
True turnaround is not just project management. It is the simultaneous, disciplined management of engineering, finance, law, and people. A Pr.Eng’s primary obligation is not to the institution, but to the public who relies on the infrastructure.
To conclude:
My mandate concluded in May 2026, but the mission to professionalize essential services continues. Through Lizwe Group, I am now deploying these institutional stabilization strategies across the mining, industrial, and municipal sectors.

The strength of South Africa’s local government lies in the technical proficiency of its infrastructure departments. As a Professional Engineer (Pr.Eng.), I am deeply committed to the vision of a capable, ethical, and developmental state—one where our critical assets, including Water Treatment Plants (WTP) and Wastewater Treatment Plants (WWTW), are managed by registered, accountable professionals.

Evidence from audit reports consistently confirms a simple truth: municipalities that consistently achieve clean audits are those where technical leadership positions are occupied by "professionals of note."

To bridge the gap between policy intent and operational reality, I am spearheading a movement to professionalize technical positions across all 257 municipalities in South Africa through a new Voluntary Association (VA) under Lizwe Technical Training.

Raising the Bar: Professional Requirements for Technical Leadership
A "Technical Directorate" cannot function effectively without verified competency. Our vision for municipal professionalization mandates the following standards:

Director of Technical Services: Must be a Professional Engineer (Pr.Eng.) or Professional Engineering Technologist (Pr.Tech.Eng.) registered with ECSA in Mechanical or Electrical engineering. This ensures leadership has the legal and technical authority to oversee complex municipal assets.

Infrastructure Management: Roles responsible for the operation and maintenance of infrastructure must be held by a Certificated Engineer (Pr.Cert.Eng.) to ensure safety, efficiency, and compliance.

PMU/SPLUM Leads: Must hold professional registration, with the mandatory addition of SACPCMP accreditation to ensure rigorous project oversight and spatial planning governance.

Our Strategic Roadmap to Clean Audits:

Voluntary Association (VA) Establishment: Formalizing an association recognized by ECSA and SACPCMP to govern technical standards.

Mentorship & Pipeline Development: Creating a structured path for candidate practitioners to achieve professional registration.

Accountability & Audit Readiness: By mandating registration, we ensure all technical decisions are governed by a statutory Code of Conduct, drastically reducing irregular expenditure and project failure.

Knowledge Transfer: Equipping municipal teams with the specialized training required to maintain complex infrastructure effectively.

A clean audit is the result of competent, ethical, and qualified technical management. It is time to ensure that our technical offices are staffed by professionals who take pride in engineering a better future for our communities.
