GOTCO TRIỂN KHAI KIỂM TRA CẦU THANG MẠN THEO YÊU CẦU IMO MỚI!
IMO đã ban hành MSC.1/Circ.1331/Rev.1, sửa đổi các Hướng dẫn về chế tạo, lắp đặt, bảo dưỡng và kiểm tra phương tiện lên xuống tàu trên cơ sở áp dụng các phiên bản ISO phù hợp với ngày đóng tàu và thời điểm lắp đặt thiết bị.

GOTCO đang triển khai kiểm tra, bảo dưỡng và thử tải cho nhiều đội tàu trong năm 2026, tập trung vào các yêu cầu mới:

🔹Kiểm tra kết cấu, bậc thang, lan can, điểm liên kết và các bộ phận an toàn.

🔹Kiểm tra lưới an toàn/lưới bên (Safety Net/Side Net), tình trạng bảo quản và khả năng sử dụng.

🔹Kiểm tra, bảo dưỡng và thử vận hành tời cầu thang mạn (Winch).

🔹Thử tải tĩnh 5 năm/lần với tải trọng làm việc lớn nhất (Maximum Working Load).

🔹Kiểm tra cầu thang/cầu dẫn ở tư thế ngang khi thực hiện thử tải.

🔹Thử vận hành tời bằng cách nâng – hạ cầu thang ở trạng thái không tải.

ACCOMMODATION LADDER INSPECTIONS IN LINE WITH UPDATED IMO REQUIREMENTS

The IMO has issued MSC.1/Circ.1331/Rev.1, revising the guidelines for the construction, installation, maintenance and inspection of means of embarkation and disembarkation. The revised guidance places greater emphasis on applying the relevant ISO standards according to the ship’s date of build and the installation date of the equipment.

In 2026, GOTCO is carrying out inspection, maintenance and load testing programs for accommodation ladders across multiple fleets, with particular focus on the following requirements:

🔹 Structural inspection of the ladder, steps, handrails, securing points, connections and other safety-critical components.

🔹 Inspection of safety nets/side nets, including their condition, stowage and fitness for use.

🔹 Inspection, maintenance and operational testing of the accommodation ladder winch.

🔹 Static load testing every 5 years, using the applicable Maximum Working Load (MWL).

🔹 Load testing with the accommodation ladder/gangway in the horizontal position, as required.

🔹 Operational testing of the winch by raising and lowering the ladder under no-load conditions.

🔍 Requirements may vary from vessel to vessel, depending on the ship’s construction date, equipment installation date and the applicable standards.

✨TÂN TRANG "DIỆN MẠO" BÌNH KHÍ NÉN CỦA HỆ THỐNG PCCC 🧯
Một lớp sơn mới giúp chai khí trông sạch sẽ và chuyên nghiệp hơn. Nhưng trong công tác bảo dưỡng hệ thống chữa cháy cố định, "làm đẹp" chỉ là bước cuối cùng của cả một quy trình kiểm tra kỹ thuật nghiêm ngặt, bao gồm như:

🔹 Kiểm tra tổng thể tình trạng bên ngoài của chai khí, phát hiện dấu hiệu ăn mòn, va đập hoặc hư hỏng.

🔹 Làm sạch bề mặt, xử lý các vị trí b**g tróc, rỉ sét và sơn phủ bảo vệ nhằm hạn chế ăn mòn trong môi trường hàng hải.

✨REFRESHING THE “LOOK” OF FIRE SUPPRESSION CYLINDERS

A fresh coat of paint makes a fire suppression cylinder look clean and professional. But for fixed fire-extinguishing systems, appearance is only the final step of a much more thorough maintenance process, including:

HOÀN THÀNH THỬ TẢI CẨU 30 TẤN BẰNG TÚI NƯỚC TẠI BÀ RỊA - VŨNG TÀU (CŨ)

VÌ SAO IMO SIẾT CHẶT AN TOÀN KHÔNG GIAN KÍN & QUY ĐỊNH HỆ THỐNG THÔNG GIÓ XUỒNG CỨU SINH ĐÓNG TOÀN PHẦN?
Viking Islay là một trong rất nhiều sự cố khiến IMO và ngành hàng hải ngày càng chú trọng đến vấn đề An toàn khi vào không gian kín.

⚠️Ngày 29/09/2007, trên tàu ERRV Viking Islay hoạt động tại vùng biển Bắc, hai thuyền viên đi về phía khoang chứa xích neo (chain locker) để xử lý tiếng động bất thường. Một người bước vào bên trong… rồi đột ngột gục xuống. Người còn lại nhận ra bạn mình đang gặp nguy hiểm và lập tức vào theo để hỗ trợ.

Nhưng rồi anh cũng gục xuống.

Trong nỗ lực cứu người, một thuyền viên thứ ba mang theo thiết bị thở thoát hiểm EEBD và tiến vào. Không may, thiết bị bị tháo hoặc tuột khỏi đầu trong quá trình cứu hộ. Cuối cùng, cả 3 người đều không thể trở ra.

⚠️Điều đáng sợ là bên trong chain locker không có cháy, không có nổ hay dấu hiệu nguy hiểm rõ ràng. Nguyên nhân là bầu không khí thiếu oxy, hình thành do quá trình ăn mòn tự nhiên của kết cấu thép và xích neo trong không gian kín.

Cuộc điều tra cũng chỉ ra rằng thủy thủ đoàn chưa nhận diện đầy đủ nguy cơ của không gian kín, không thực hiện các biện pháp kiểm soát cần thiết trước khi vào và chưa được đào tạo đầy đủ về giới hạn của EEBD.

Đây cũng là lý do IMO ngày càng siết chặt các yêu cầu về thông gió, kiểm tra khí quyển và quy trình ra vào không gian kín, trong đó có những không gian kín như Xuồng cứu sinh dạng đóng toàn phần.

‼Không phải cứ mở cửa là có thể bước vào. EEBD không dùng để cứu hộ.

An toàn phải bắt đầu từ việc nhận diện nguy cơ, thông gió và kiểm tra khí quyển trước khi con người bước vào.

WHY ENCLOSED SPACE SAFETY MATTERS: LESSONS FROM VIKING ISLAY
The Viking Islay incident is one of many accidents that has prompted the IMO and the maritime industry to place greater emphasis on enclosed space safety.

⚠️ On 29 September 2007, aboard the ERRV Viking Islay in the North Sea, two crew members went to the chain locker to investigate an unusual noise. One entered the space and suddenly collapsed. The second crew member entered to help — and also collapsed.

A third crew member then attempted a rescue using an Emergency Escape Breathing Device (EEBD). Unfortunately, the EEBD was reportedly displaced or removed from his face during the rescue attempt. All three crew members ultimately lost their lives.

⚠️ The danger was not fire or an explosion. The chain locker atmosphere was oxygen-deficient, caused by natural corrosion of the steel structure and anchor chain in the enclosed space.

The investigation highlighted critical failures in enclosed space hazard identification, atmospheric testing, entry controls and crew training, as well as a lack of understanding of the limitations of EEBDs.

Incidents like this have reinforced the IMO's focus on ventilation, atmosphere monitoring and safe entry procedures for enclosed spaces — including totally enclosed lifeboats.

Opening the hatch does not make an enclosed space safe.
An EEBD is for escape, not rescue.

Safety starts with hazard identification, proper ventilation and atmospheric testing before entry.

AN TOÀN CHUYỂN GIAO HOA TIÊU & QUY ĐỊNH SOLAS 2028
Mỗi lần chuyển giao hoa tiêu đều tiềm ẩn rủi ro, đặc biệt khi biển động hoặc tàu thay đổi mớn nước (draught) và độ chúi (trim). Chỉ một sai sót trong việc lắp đặt thiết bị chuyển giao hoa tiêu (Pilot Transfer Arrangements) cũng có thể dẫn đến tai nạn nghiêm trọng.

🔍 Một số điểm cần đặc biệt lưu ý:

✅ Thang hoa tiêu (Pilot Ladder) và dây vịn hoa tiêu (Man Ropes) phải được lắp đặt đúng quy cách, chắc chắn và luôn trong tình trạng tốt.

✅ Kiểm tra đầy đủ điểm neo, phương thức cố định và tình trạng hao mòn trước mỗi lần sử dụng.

✅ Thuyền viên trực ca luôn sẵn sàng hỗ trợ và giám sát trong suốt quá trình chuyển giao.

Nhằm nâng cao an toàn, IMO đã thông qua sửa đổi SOLAS Chương V/23 (Resolution MSC.572(110)) về Tiêu chuẩn tính năng mới đối với thiết bị chuyển giao hoa tiêu, bảo đảm việc lên xuống tàu của hoa tiêu và các nhân sự liên quan được thực hiện an toàn trong mọi điều kiện khai thác.

📌 Đặc biệt, từ 01/01/2028, hồ sơ thiết bị đính kèm các chứng nhận an toàn theo SOLAS, Bộ luật HSC và SPS sẽ bổ sung nội dung ghi nhận:

- Thang hoa tiêu & dây bám.
- Thang hoa tiêu và Dây bám dự phòng (Spare Pilot Ladder & Man Ropes).
- Phương tiện cố định thang hoa tiêu tại chiều dài trung gian (Means of Securing a Pilot Ladder at Intermediate Length).

⚠️ Thiết bị đạt chuẩn chỉ phát huy hiệu quả khi được lắp đặt đúng và kiểm tra đầy đủ. Mỗi lần chuyển giao hoa tiêu an toàn là kết quả của sự tuân thủ quy định và tinh thần trách nhiệm của toàn bộ thuyền viên.

SAFE PILOT TRANSFER OPERATIONS & SOLAS 2028 REQUIREMENTS

Every pilot transfer involves inherent risks, particularly in rough weather or when changes in a vessel's draught and trim affect the boarding arrangement. Even a minor deficiency in the Pilot Transfer Arrangement (PTA) can significantly increase the risk of a serious accident.

Key safety points to remember:

✅ Ensure the pilot ladder and man-ropes are correctly rigged, properly secured, and maintained in good condition.

✅ Verify all securing arrangements, attachment points, and signs of wear or damage before every pilot transfer.

✅ Maintain a dedicated crew member on standby to assist and continuously monitor the transfer operation.

To further enhance pilot transfer safety, IMO has adopted amendments to SOLAS Chapter V, Regulation 23 through Resolution MSC.572(110), introducing updated performance standards for pilot transfer arrangements to improve the safety of pilots and other personnel boarding or disembarking ships under all operating conditions.

📌 From 1 January 2028, the record of equipment attached to statutory safety certificates issued under SOLAS, the HSC Code, and the SPS Code will include additional information covering:

- Pilot ladders and man-ropes

- Spare pilot ladder and spare man-ropes

- Means of securing a pilot ladder at intermediate length

⚠️ Compliant equipment alone is not enough. Safe pilot transfer depends on correct rigging, thorough pre-use inspections, and strict adherence to SOLAS requirements. Every safe transfer reflects the professionalism and responsibility of the entire crew.
