A child is defined as a birth child or legally adopted child who is tax-dependent and currently eligible to be on a union member's insurance.

Traditional applicants must be concurrently enrolled Oklahoma high school seniors, or recent high school graduates who have completed two semesters of full-time academic or technology courses, or students continuing academic study after high school with one year of completed college.
