Vigil, Inc.

Consulting with emphasis on navigation and tracking, Kalman filtering and (where necessary) guidance and control -- including formulation plus programming for both simulation/test and operation. Additional areas of involvement include space dynamics (orbits and attitude with extension to nonrigid spacecraft), communication, and morphometrics.

On this Aug. 10 date I want to say Happy Anniversary to wifey. The least I can do is to acknowledge that she is the girl of my dreams and that I found her by a Christian connection. At the time she was living in Virginia and I was coincidentally there for an only a few hours' unrelated visit. No way I could have found her through my own efforts.

In regard to the recent disastrous Key Bridge collapse:
Looking ahead, even without collisions: condominiums, bridges, ... structures in general CHANGE SHAPE before collapsing. Most do that gradually, and then: Bang! Before then, monitoring can definitely provide advanced warning. With over 70,000 bridges in U.S. having questionable structural integrity, we have every reason to follow through after measurements are taken. I've advocated exactly that, contacting those "responsible" until I'm blue-in-the-face citing published successful results on a scale much smaller (medical imaging) and much larger (indications apparent in the month before Japan's 2011 earthquake) -- if lack of response continues, structure collapse will become ROUTINE. Our infrastructure has been allowed to crumble. https://youtu.be/psi6PSarJ-0 is just one from many examples of work done on this. Is there anyone who cares?

Extension of shape states to 3-D for safety-critical applications. Successful results with real data from two applications (medical imaging and earthquake mo...

Finally catching up after returning from Inst-of-Navigation's GNSS+19 in Miami where, with Prof. vanGraas from OhioU,
I taught two pre-conference tutorials,
https://www.ion.org/gnss/tutorials.cfm and
https://www.ion.org/gnss/tutorials.cfm
with attendees receiving my published books (Integrated Aircraft Navigation) for Part 1 and GNSS Aided Navigation & Tracking for Part 2). The former, despite its age, is still useful for teaching; from it, many learned Kalman filtering
and inertial navigation for the first time. Part 1 attendees received that text, and Part 2 attendees received GNSS Aided Navigation & Tracking.

My primary activity now is writing, with ten top experts, an EDGE report "Unsettled Issues in Air Traffic Management" for SAE International to be released early next year.

Apologies for no posts lately. There's been much activity including some with deadlines; this will be limited to what's happened in 2018. There's room for just one highlight from each event mentioned. The year began with attendance at CASSCA, Cognizant Autonomous Systems for Safety Critical Applications. For that highlight I'll note an insightful presentation by a speaker from WPAFB, Wright-Patterson Air Force Base: pilot override prevented F-15 crashes through automatic pullup; "artificial" intelligence (AI) isn't completely artificial. For my work, April meant presenting "New Interface Requirements: Implications for Future" at the Integrated Communications Navigation and Surveillance (ICNS) 2018. Highlight of that conference was a rare acknowledgement, at high levels within Mitre and FAA, that past methods are woefully inadequate for future air traffic needs. The presentation just noted foreshadows a sequel scheduled for Institute-of-Navigation GNSS-18 https://www.ion.org/gnss/abstracts.cfm?paperID=6430
where tutorial sessions https://www.ion.org/gnss/tutorials.cfm and -TUT4 will cover satnav/inertial integration. The interface topic, also reviewed in a May SAE meeting, was presented to the National Space-based Advisory Board --
https://www.gps.gov/governance/advisory/meetings/2018-05/farrell.pdf. For the satnav/inertial integration topic, I recently completed my 25-page spread that will appear in a new edition of the satnav handbook co-edited by father-of-GPS Brad Parkinson; revised 25 years after its first appearance, it is expected to become available in 2019.

Matrix Theory for Modern Estimation Online Video Training Course Available NOW!

Professors/Instructors/Mentors:
Dearth of time during short courses led me to produce a low-cost 1-hour online offering in 3 parts. Each part has a preview that can be watched free. I start with a no-math real-world example dramatically illustrating preference for insight over blind acceptance of computer outputs.

If you click on any section, options include a preview for no cost (white circle on the right). Attendees of any course I teach can have all 3 parts free, and others (e.g., your students or trainees) would also benefit from this information.
