I have retired but would like to offer advice on something I've always seen done wrong. This mostly happens in residential footings.....
Rebar in footings...
Rebar is in concrete mostly to rake the tension Ioads. If the rebar is vertically in the middle it never gets used (never goes into tension).
Builders who know this will use chairs (rebar place holders) that set it up 3-4" above the bottom of the footing. This is better than centered vertically but if the bottom of a footing goes into tension a few feet away the top is probably in tension.
Home owners, request and pay for rebar top and bottom, stirrups at stepdowns.
