Tom has overseen complex construction projects for municipalities, IDOT, and the Illinois Tollway, managing budgets, schedules, contractor coordination, and field documentation. Great engineering is rarely a solo effort.

Fred Mullard, P.E., MBA, brings 46 years of experience to Chastain — including 20 years in the U.S. Air Force, 21 years in municipal government, and more than three years with our team. His background in Engineering Management spans public service, military leadership, and community infrastructure.

What makes Fred most proud isn’t just project success — it’s watching teams come together to solve difficult client challenges. He believes no one person has experience in every aspect of the work we do. But like a great sports team, when we back each other up and support one another, we accomplish far more together than we ever could individually.

Through his Air Force service, Fred performed engineering work in six different countries — gaining perspective on how communities around the world pursue the same goals through different paths.

That combination of leadership, humility, and global experience strengthens every team he’s part of.

With three years at Chastain and four decades of experience in environmental engineering, Thomas specializes in water and wastewater systems that protect public health and support growing communities. His work helps ensure essential infrastructure operates reliably, efficiently, and sustainably.

Some careers are measured in years. Others are measured in impact.

Thomas Scott, P.E., has been with Chastain for 33 years, joining the firm in December 1992 — just after earning his Professional Engineer license. His path into engineering began even earlier, working for a land surveyor while still in high school in the mid-1970s.

After navigating a few early-career transitions and projects across Illinois and California, Thomas made the decision to join Chastain — a move that brought long-term stability and exposure to a wide range of multi-disciplined projects across the state.

What makes him proud isn’t a single project. It’s the cumulative impact. After more than three decades at Chastain, it’s difficult for Thomas to travel through Illinois without seeing infrastructure he helped design, manage, or deliver.

That kind of legacy doesn’t happen overnight.

And if you know Thomas, you know his passion for railroads. He’s been a life member of the Monticello Railway Museum since 1966 — the museum’s founding year — and has remained actively involved ever since.

Floodplain management works best when it’s accurate, practical, and grounded in real-world understanding.

Liana Winsauer, P.E., brings 30 years of experience in floodplain and stormwater management and recently joined Chastain, adding decades of expertise to our team. Her focus is clear: providing accurate floodplain and hazard mapping while keeping the process collaborative — not unnecessarily bureaucratic.

Communities depend on thoughtful mapping and regulatory guidance to make informed decisions. Liana’s experience helps ensure those decisions are based on sound data and balanced judgment.
