After heavy winter storms caused landslides and slipouts in many places along the winding roadways of the Santa Cruz mountains, the County of Santa Cruz Department of Public Works embarked on their Storm Damaged Roadway Repair Program with the aid of FEMA and FHWA emergency funding and a handful of consultants. Since then, Quincy Engineering has been tasked with providing engineering and construction inspection services for 20 projects, including a package of three that was recently recognized by the APWA Monterey Bay Chapter as a Project of the Year!

Despite a barrage of setbacks—including the 2020 CZU Lightning Complex wildfire that engulfed the Jamison Creek Road site and contractor’s equipment mid-construction—the team prevailed and completed the projects ahead of schedule. The County, contractors (Reber Construction Co.,Inc., Gordon Ball , and Graniterock, and Quincy’s team collaborated masterfully to juggle construction inspection at three distinct sites and protect the environment while working within constrained areas amidst the redwood groves, creeks, steep slopes, and rough terrain that make up the landscape of North County. On top of that, they navigated the implementation of new COVID safety procedures. Kudos to our experienced team of engineers and inspectors Russ Moore, Rob Ferguson, Mike Sanchez, Carl Hughes, Ashley Hanson, Jesse Dean, Danny Sanchez, Joe Lockwood, and Josh Marshall for delivering exceptional work on time and against all odds!

After years of road damage and traffic delays, residents and travelers are now back to enjoying two lanes of fully restored roadway at Jamison Creek Road, Felton Empire Road, and Alba Road. See the transformation in the video below!

On a Friday in late December last year, members of the CONSOR Engineering team (who Quincy joined in 2021) were hard at work completing an emergency tunnel repair project in Kauai County, Hawaii. With an eye on the clock, they pressed on—commuters would need to access the tunnel come Monday morning when the Hawaii Department of Transportation needed road closures to be complete.

But, there was a problem: to anchor the repairs, the contractor needed several specialty bits and tools for drilling and setting, none of which were available on the island. Worse still, the closest tools they could source wouldn’t reach them by mail until Monday morning.

Heading back to the drawing board, our Hawaii team had an idea. If they located the tools on the mainland, perhaps someone from one of our California offices could hand deliver the tools by plane. Finding a set in Visalia, they took a long shot and called to see who might be willing to pick up the tools and fly them, in person, to Hawaii.

Luckily, Juan Cruz, who lives nearby was on the case! Without hesitation, he hopped in his car, navigated Friday afternoon traffic, and grabbed the tools just minutes before the distribution center closed for the weekend.

Securing the earliest flight out of San Francisco, he loaded a carry-on suitcase with the necessary equipment and a few essentials, made a four-hour drive to the airport, and boarded a plane headed for Kauai on Saturday morning. By noon, he handed off the tools to the contactor, who worked tirelessly to get the tunnel repaired by 10pm that night—a day early! Best yet, Juan was able to get a ticket for his wife to join him, turning a last-minute work trip into a celebratory getaway for their wedding anniversary, which happened to be that weekend!

A huge shoutout to Juan for jumping in to help without hesitation. You exemplify the truly one-of-a-kind teamwork we’re able to accomplish together.

Quincy Engineering is proud to announce that San Joaquin County’s Woodward Island Bridge project won the 2021 APWA Sacramento Chapter’s Project of the Year Award! This award falls under the Structures category in the agency population size over 200,000.

The new 700-foot-long bridge provides 30 feet of vertical clearance, allowing for 95% of marine traffic passage, and flaunts a distinctive feature—a 100-foot-long span that is removable by crane to allow for emergency response operations, when barges carrying large equipment would need to pass. This unique design satisfied the US Coast Guard’s requirements and saved tens of millions of dollars compared to a movable bridge—a win-win solution that provides safety to the public within the project’s funding constraints.

Props to the team for delivering another innovative project!

One of the things Quincy is best known for is our expertise in seismic design. For this Throwback Thursday, we’re taking it back…way back to 1995, when two of our best-known experts, Mark Reno and Martin Pohll (in their Caltrans days), were working on the seismic retrofit design of San Francisco-Oakland Bay Bridge West Spans.

Quincy Engineering is celebrating the completion of construction at three different sites along Priest-Coulterville Road in Tuolumne County. In March 2018, a large atmospheric river event damaged the roadways and surrounding structures at these sites, impacting travel for local drivers. The project team, led by Quincy, provided storm damage repair services that included roadway embankment repairs, replacement of new culvert headwalls, repairs to damaged concrete and backfill around the culverts, and replacement of railing with a new Texas design bridge rail.

A special thank you to Blossom Scott-Heim at Tuolumne County and Quincy’s design team, Carolyn Davis (project manager), Robert Ferguson (project engineer), Garrett McLaughlin (project engineer), Brent Harrison (design engineer), WRECO (geotechnical engineering), and O'Dell Engineering (surveying) for their efforts in helping to complete this project.

Quincy Engineering, along with the County of San Luis Obispo, is proud to announce that our River Grove Drive at Estrella River Bridge Rehabilitation project has been awarded the APWA Central Coast’s 2020 Project of the Year! This award falls under the Historical Restoration/Preservation category in the $2-$5 million project division.

To avoid environmental impacts and complete replacement of this historical 100-year-old truss bridge, the project team investigated a rehabilitation alternative, resulting in removal and replacement of the bridge deck, lifting the truss off while replacing the foundations and abutments, truss retrofits, and a scrubbing removal of all the lead paint and new paint job of the steel truss—ultimately preserving a familiar structure for the community.

Shout out to our team involved - County of San Luis Obispo, Mark Reno (Project Manager), Scott McCauley (Project Engineer), SWCA Environmental Consultants (Environmental), WRECO (Hydraulics), McMillan Surveying, Inc. (Survey), MNS Engineers, Inc. (Construction Management), and Souza Construction (Contractor).
