Fritzgerald Laroche, PE is a team-oriented professional with almost 30 years of broad experience in various fields of civil engineering. He is experienced in all phases of land development projects, including site design, grading, drainage, green infrastructure design, stormwater management, plan preparation, specifications, and cost estimating.

Mr. Laroche excels in solving complex engineering problems and implementing practical solutions. He also has vast experience in capital improvement projects, such as utilities design; roadways; and other infrastructure planning, engineering design, and construction inspection for projects throughout the region.

His experience includes projects with New Jersey Transit, NJ Department of Property Management & Construction, NJ Motor Vehicles Commission, New York City Department of Sanitation, counties and municipalities, and numerous private developers, among other clients throughout his career. Mame Fall, PE has significant experience in the civil engineering industry, with a foundation in transportation planning, design, construction, operations, and management. She has successfully delivered safety improvement projects ranging from the local municipality level to the federal highway network. She is currently designing and managing utility coordination and relocation projects, as well as other infrastructure-related civil projects, for our expanding firm.

Her thorough experience with complex transportation projects in the public/private sectors – and her passion for public safety – are exhibited through her commitment to providing quality engineering services. BANC3 Engineering, as the Construction Manager as Advisor (CMa) for the General Services Administration, recently completed the demolition and renovations to the 6th Floor (approximately 30,000 SF) of the Ted Weiss Federal Building at 290 Broadway in New York City. The new, high technology workspace was designed for the Commodity Futures Trading Commission (CFTC). The space is expected to receive at least LEED Silver once certified.

The majority of the build-out was private offices. Special spaces in the design included interview and negotiation rooms, Bloomberg rooms, joint-use conference rooms on the 30th floor, a mothers' room, gender neutral bathroom, lobby space, pantries, copy and print centers, and large and small team conference rooms. In addition to our construction management services, we also managed the special inspections, standard commissioning, and enhanced commissioning.

BANC3 Engineering is currently completing a second project for our international water service provider client that includes surveying for base map preparation, as well as geotechnical exploration, for future water main replacement projects in Ocean County, New Jersey.

Our deliverables to our client included the creation of a topographic survey for the full right-of-way along the over 5 miles of roadway requiring survey during this phase of the project. Our team also developed utility mapping and profiles including field data and information obtained from local utility companies.

Our client has also worked with our partner firm ThirdEye previously, utilizing the ThirdEye Augmented Reality Glasses for maintenance work internationally. The ThirdEye Augmented Reality Glasses allow field maintenance personnel to communicate progress and challenges to office staff both visually and verbally, while simultaneously sharing documents, which improves efficiencies.

BANC3 Engineering, as the Construction Manager as Advisor (CMa) for the General Services Administration, recently completed the repair and alteration of the exterior façade systems and site work at the Charles L. Brieant Federal Building and U.S. Courthouse in White Plains, New York.

The project was completed utilizing the design - build delivery approach. Upon project initiation, it was determined that the scope of repair work needed to increase by approximately 70% to provide the required enhancements to the building's waterproofing, deteriorated granite panels, and concrete plaza and sidewalk to provide additional years of service to the federal building and courthouse. Though careful planning, the additional scope of repairs were accomplished within the initial schedule.

Ronald R. Rotunno, PE presented at the joint ASCE NJ South Jersey Branch / UESI (Utility Engineering & Surveying Institute) technical meeting this month. His presentation encompassed the utility coordination process during the proposal phase and the concept / preliminary design phase for transportation projects. The discussion was PDH certified.

His presentation detailed the preparation of the utility tasks and services for the proposal phase, such as the review of the utility scope of work; initial field visit; utility write-up (approach, understanding and key issues); man-hour estimates; subsurface utility engineering (SUE); and the preparation of resumes.

The concept / preliminary design phase discussion included preparation of the utility base map; SUE tasks; utility list / tracking form; utility contact letters; preliminary engineering utility design funding estimates; and the preparation of the Utility Risk Assessment Plan (NJDOT).

The most important message that echoed throughout his presentation was that identifying potential utility conflicts early in the design phase can lead to faster project delivery and lower costs.

BANC3 Engineering served as the Construction Manager for the General Services Administration for the demolition and preparation for reuse of a large segment of the International Mailing Facility at JFK International Airport. The existing inspection system processes over half of all international letters, packages and parcels entering the United States - over 1 million per day. The project required coordination with the Port Authority of New York and New Jersey, the U.S. Postal Service and the General Services Administration.

The carefully staged demolition of the existing conveyor belt system and catwalks was orchestrated to minimize disruption to operations. During the project evolution, our Construction Managers utilized the ThirdEye Augmented Reality Glasses to communicate progress among the stakeholders, which improved efficiencies. The space was further enhanced by adding a new epoxy floor coating and painting affected surfaces. The space will eventually be repurposed into a more technologically advanced screening and detection system for the International Mailing Facility.

BANC3 Engineering is a proud supporter of open space initiatives by both counties and municipalities. Our surveying teams have completed over 500 acres of boundary surveys for clients such as Monmouth County Park System, Mercer County Park Commission, and the Township of Franklin, among others.

Our surveying teams embrace the opportunity to assist our clients in providing additional open space for the public. Saving these beautiful areas of land for current and future generations to be used in passive and/or active recreation is an investment, and we do our part to help our clients through the process.

Ronald R. Rotunno, PE has been sharing his knowledge on utility coordination and relocation, even during these challenging times of the pandemic, whether by webinar or in a socially-distanced outdoor setting. He presented at the ACEC NJ Fall Conference on September 20th, the ACEC NJ Women Executives in Engineering Fall 2020 series on October 21st, and will be presenting a webinar for the ASCE Philadelphia Section on November 19th.

His presentation focuses on the fact that the utility process for any transportation project can be challenging, frustrating, and rewarding at the same time. Utility facilities within the project limits require close coordination among the utility companies that own the facility, the designer, and the transportation agencies. Utility relocation plans, checklists, cost estimates, and utility agreements all center around the goal of minimizing utility relocations and risks during the design and development of transportation projects, which can lead to faster project delivery and lower utility relocation costs.

BANC3 Engineering offers an innovative technology solution, Augmented Reality/Mixed Reality (AR/MR) X2 smart glasses, that provides unprecedented efficiencies while delivering compelling customer experiences - during these challenging times of the current and post COVID-19 pandemic.

The glasses allow the user to communicate directly with others in varying locations, sharing their visual viewpoint with live annotations, documents, and verbal and graphical instruction. It allows communication on a whole new level in terms of quality and without the expense or exposure of travel. BANC3 recently performed a virtual walk-through of our project in New York City for the General Services Administration (GSA). The participants in the virtual walk-through were spread throughout the region, but each were afforded a detailed inspection of the project site through the X2 glasses and the MR Workspace suite of applications. The entire team, from each of their locations, shared their voices and their vision on the project's progress through the technology interface including screen-shots of the video with annotation and digital feed. This reduces cost by allowing more efficient use of resources, eliminating unnecessary travel, and increasing transparency with stakeholders, while improving Project Management and enhancing e-Construction. All session data is recorded and archived on the cloud. In this way, if there is any claim down the road, the info can be easily retrieved for future reference.

• The investment in the X2 AR/MR smart glasses is recovered within 1 to 2 trips due to the cost savings of reduced expert time and travel costs to train a field engineer, not to mention the current social distancing and other "new normal" requirements.

Recently, BANC3 Engineering's Ronald R. Rotunno, PE shared his expertise in utility coordination and relocation challenges faced during transportation projects. He led a webinar on June 16th hosted by the ASCE NJ - South Jersey Branch, Utility Engineering & Surveying Institute (UESI). During the event, which was viewed by over 100 attendees, Ron shared his depth of experience in managing the numerous hurdles during utility engineering for transportation projects.

The presentation covered the effects on utilities, which are impacted by design changes, accelerated schedules, lead time to order materials, limited Right-of-Way, construction staging requirements, seasonal restrictions, and temporary facilities. These challenges can lead to significant delays and costs.

Additionally, his presentation covered each of the stages and communication channels for the varying types of utilities and end users. Proper planning and ex*****on of utility coordination and relocation will save time and money!
