We’re proud to share that the City of Livermore has officially adopted its Vision Zero Safety Action Plan, a major step toward creating safer streets for all roadway users.

TJKM was honored to support the City in developing a data-driven, community-informed plan focused on eliminating traffic fatalities and severe injuries through the Safe System approach. The plan prioritizes safer corridors and intersections, multimodal improvements, speed management, and targeted safety strategies to improve mobility and accessibility across Livermore.

A key component of the planning process was community engagement, including a youth-focused Vision Zero workshop conducted at a local high school. The workshop engaged approximately 50–60 students across two classroom sessions, introducing future drivers to Vision Zero principles, the Safe System approach, and Livermore’s High Injury Network. Students evaluated priority corridors such as Vasco Road, First Street, and Airway Boulevard and developed thoughtful safety recommendations related to roadway design, speed management, signal timing, transit access, and multimodal connectivity. This effort highlighted the importance of incorporating youth perspectives and fostering a culture of safety through early and inclusive engagement.

We would like to thank the Livermore City Council for its leadership and commitment to advancing transportation safety throughout the community. We are excited to share that the Monrovia City Council officially adopted the Comprehensive Safety Action Plan (CSAP) and Bicycle Master Plan Update on May 5th.

TJKM Transportation Consultants was proud to partner with the City of Monrovia in developing these plans, which establish a roadmap to improve transportation safety, enhance multimodal connectivity, and support safer walking and bicycling throughout the community.

We appreciate the collaboration and leadership of City staff, City Council, stakeholders, and community members throughout this process and look forward to seeing these improvements move toward implementation. The City of Pomona has officially adopted its Safety Action Plan, approved by the City Council on April 20th.
TJKM Transportation Consultants is proud to have supported the City in developing a comprehensive, data-driven strategy to improve safety across Pomona’s roadways, school access routes, and intersections. This plan lays out a proactive approach to identifying and addressing safety challenges—helping reduce fatalities, injuries, and crashes while creating a more connected mobility network.
Key elements of the plan include:
1) Meaningful community engagement to reflect local needs and lived experiences
2) In-depth analysis of crash data, land use, and equity to prioritize high-impact improvements

The TJKM team worked closely with City of Fresno staff, community members, and local stakeholders to develop an Active Transportation Plan (ATP) proposing 824 miles of bikeways and 581 miles of pedestrian improvements, representing a nearly $900 million investment in safe and equitable active transportation throughout Fresno. From Traffic Garden events to pop-up outreach and interactive mapping tools, we engaged over 2,000 residents to ensure the ATP reflects the needs of the communities it will serve.

A big thank you to the City of Fresno Public Works Department and every community member who shared their time, stories, and vision for safer streets. Your input shaped every recommendation in this ATP.

TJKM is proud to support Calaveras County in the preparation of the ongoing Calaveras County Safety Action Plan. As part of this effort, our team conducted ten community meetings in each County. The meetings were highly successful, with strong community participation and valuable insights from residents. The outreach effort was a tremendous success, and the presentations were well received by attendees.

Key county staff members were present and actively engaged throughout the process. Representatives from CHP, local fire departments, and other partner agencies also participated in the in-person meetings. In addition, dedicated virtual stakeholder meetings were conducted to ensure broad and inclusive engagement.

TJKM Transportation Consultants was in the City of Eagle Pass on January 9 collecting community input as part of the City’s Safe Streets and Roads for All (SS4A) Safety Action Plan.
It was a great evening with the community—complete with mariachis, great food, holiday lights, and an overall fantastic atmosphere that truly reflected Eagle Pass’s character.
The feedback shared by residents and stakeholders will be directly integrated into our analysis to help shape a data-driven, community-informed Safety Action Plan focused on improving safety for all roadway users.

TJKM is proud to share that we have been re-selected as the top-ranked proposer for VTA’s Congestion Management Program (CMP) Monitoring and Conformance Report for the next five years (2025–2029). Having supported VTA over the previous CMP cycle as well, we are honored to continue this long-standing partnership and to provide reliable, data-driven insights that help advance regional mobility and congestion management. Our analysis will utilize commercially available INRIX speed data and the PTV Vistro Traffic Analysis software to conduct LOS evaluations and compare results with updated HCM methodologies and guidelines. Our team looks forward to working closely with VTA and the Systems Operations and Management working group to deliver clear, accessible (Section 508–compliant) reporting and updates that support a safer and more connected transportation network for Santa Clara County.
