Comments: The combination of perceived aptitude, skills, experience, training, and education qualifies the individual to perform assigned work, as determined by management. If a candidate does not meet a specific qualifier, management may decide if a complementary qualifier in another category is sufficient to declare the individual's qualification. For example, an educational requirement may be offset by a training requirement, and experience requirements can be offset by aptitude or skills requirements, especially if educational requirements have been satisfied. If management determines that a specific requirement cannot be reasonably offset, personnel may be assigned as provisionally qualified, provided they receive adequate supervision while performing work and plans are made to attain the particular qualification within a prescribed timeframe.
