Our team has been working with the St. Landry Parish Solid Waste Disposal District in to maintain active landfill gas ( ) production.

In 2011, Tetra Tech had assisted the St. Landry Parish in implementing a ™ vehicle fuels system that provided approximately 230 gallons of gas equivalent (GGE) of vehicle fuel for Parish vehicles.

Currently our LFG experts in the Southeast US, including David Knapp, Tom Bilgri and Nick Adourian, are working with the Parish Solid Waste Division to increase production and volume of LFG being compressed for beneficial use, keeping the Parish one of the premier green energy producers in the State.

David Knapp is responsible for growing and developing solid waste services in the Southeastern U.S. while also consulting our clients on landfill gas (LFG) and solid waste management projects, technical developments in solid waste, construction, and environmental service markets. Based in our Atlanta, Georgia office, David spends extensive time managing projects in Florida, Louisiana, and Tennessee.

David has extensive project experience in Landfill Gas to Energy (LFGE) evaluations and oversight, Title V Permitting, wastewater treatment, leachate evaporation systems, electric and gas utilization and monitoring, LFG system maintenance, regulatory reporting and oversight, flare system maintenance, and general solid waste management.

David is an ally to our clients, providing services that include due diligence, LFGE contract review and negotiations, data acquisition and assessment, permit review and recommendations, environmental support, municipal and commercial major solid waste initiatives with public and private clients, managing staff and resources, and discovering opportunities and defining new initiatives.

Throughout the southeast, he has overseen preventative maintenance on generator engines at landfills in Florida, Louisiana, and Tennessee; ensuring that preventative maintenance schedules were coordinated with a utility company and site operators to prevent power outages and exceedances; ensured compliance with operating and air permits; and coordinated construction and installation of new gas and liquid treatment systems.

Jennifer L Deal, PE, has 24 years of experience as an environmental engineer. She has extensive knowledge in the design and permitting of solid waste management facilities, groundwater monitoring, and regulatory compliance. Jennifer has helped lead permitting, due diligence, site and contamination assessments, spill prevention, control and countermeasure (SPCC) plans, and Stormwater Prevention Plans (SWPPP) projects for clients around the region. In addition to her technical expertise, she is also a skilled project manager, assisting our colleagues in coordinating multi-disciplinary projects, financial management, report preparation, proposal writing, and more.

Jennifer has been a mentor to young engineers entering STEM fields as part of Tetra Tech’s Fearless Entrepreneur Program. During the pandemic, she spent time working with young professionals to help identify creative strategies for working with clients virtually. She is passionate about sharing the environmental engineering field with children, visiting classrooms to explain how landfills work. She is an advocate for both Tetra Tech’s clients and colleagues, as well as the next generation of industry experts.

Don has over thirty years of experience with integrated solid waste planning, design, engineering, permitting, and construction for landfill expansion projects. Based in Tetra Tech's Orlando, Florida office, Don's vast expertise is an asset to our clients in the Southeast and beyond.

Don specializes in geosynthetic and geotechnical engineering, landfill permitting, and landfill optimization. He has developed plans and provided technical consulting on projects that include cutting-edge concepts such as bioreactors, composting, exposed cover, and sustainability. Don serves as project director, project manager, or engineer-of-record on landfill engineering and consulting projects throughout Florida and the Eastern United States.

Tom Bilgri manages the biogas engineering services for Tetra Tech Solid Waste. Based in Tetra Tech's new office in Charleston, South Carolina, Tom's expertise helps our clients navigate projects in landfill gas (LFG) management system design, engineering, and permitting. With over thirty years of national and international experience, Tom is an asset in biogas engineering both in the Southeast and nationwide.

Tom's experience includes numerous assessments of LFG production for existing and proposed landfill facilities, on-site assessments of subsurface LFG migration, surficial LFG mitigation, and the evaluation and response to odors related to LFG systems. He has been engaged in numerous beneficial-use projects, including direct sale, electrical generation, compressed natural gas (CNG), liquefied natural gas (LNG), and high BTU gas production facilities.

Tom manages and interfaces with engineering, construction, and field services personnel. He provides LFG control and monitoring program oversight and develops training materials for LFG monitoring technicians and design engineers.
