ROAD CLOSURE NOTICE – Carney Rd at LA Hwy 964

On November 7, 2025, the eastern portion of Carney Rd at LA Hwy 964 in Zachary, LA, will close for construction on the Comite River Diversion Channel Bayou Baton Rouge Rock Chute.

• Residents along Barnett and Carney roads will be detoured north on Barnett Road to LA Hwy 64. Please plan for additional travel time and use alternate routes to reach destinations south of the closure.

• In emergencies, residents will be allowed to use a temporary construction access road connecting Barnett Road to U.S. Hwy 61. Access will be determined by East Baton Rouge Parish.

• A new bridge and road alignment crossing over the Bayou Baton Rouge bypass canal and rock chute will be opened at Carney Road and LA Hwy 964 once construction is complete.

• Construction on this portion of the Comite River Diversion Project is expected to take a minimum of three years to complete. During this period, access to Carney Road at LA Highway 964 will be impacted. A more defined timeline for the reopening will be shared with the community as additional information becomes available.

We’re excited to announce that construction of Channel Segment 1, located near the western end of the Comite River Diversion project, is now 100% complete!

This segment spans 1.2 miles and required approximately 150,000 tons of riprap in its construction.

Looking ahead, we’re thrilled to share that the final two construction contracts for the project are on track to be awarded before the end of the 2025 fiscal year. Stay tuned for more updates as we continue to make progress!

The U.S. Army Corps of Engineers (USACE), in partnership with its non-federal sponsor, Louisiana Department of Transportation and Development (DOTD), continues to make significant progress on the Comite River Diversion Project. USACE has successfully completed the following actions on the remaining contracts:

• Bayou Baton Rouge – Contract awarded on 8 May 2025.

• Channel Segment 3 – Successful bid opening held on 18 July 2025. Award date pending.

• Channel Segment 2B – Contract advertisement posted on 18 July 2025 with an anticipated award of Sept 2025.

• Comite River Diversion Structure – Bid opening date pending.

• Brooks Lake Closure – Moving towards advertisement by mid-August 2025.

• Clearing and Snagging – This will be the last contract to be awarded and will be sequenced to not allow increased flows from the 3 bayous before having a completed diversion channel.

The Comite River Diversion Project

Project Purpose The Project is located in East Baton Rouge Parish, LA in the southern portion of the Comite River Basin. The features will provide urban flood damage reduction to reduce risks from rainfall events/headwater flooding for residents in the area. Project Features The primary project features include a control structure at the Comite River, a control structure at Lilly Bayou, three control drop structures at the intersections of the diversion channel with White, Cypress and Baton Rouge Bayous, a drop control structure in the vicinity of McHugh Road, two railroad bridges, four highway bridges and one parish road bridge.
