We are pleased to welcome our newest team member reporting out of our Dixon, IL office, Mahmoud Etemadi, PE.

Mahmoud will lead our Illinois Highway and Roads Construction Practice. He possesses extensive expertise as a bridge maintenance engineer, with a remarkable 30-year tenure at the Illinois Department of Transportation (IDOT) dedicated to the inspection of structures and construction. Known for his reliability and commitment to service, he upholds outstanding safety standards and consistently delivers on his responsibilities.

Throughout his tenure at IDOT, he has occupied a range of roles, including those of a bridge maintenance engineer, bridge engineer inspection specialist, construction resident engineer, and project studies engineer. With a demonstrated track record, Mahmoud has successfully overseen the inspection and maintenance of more than 1,700 structures across ten northern Illinois counties, notably including nine significant bridges spanning the Mississippi River.

We would like to give a warm welcome to Marthand Nookala, an experienced Project Manager and Transportation Engineer with over 30 years of experience. As a Vice President, Marthand will lead our Minneapolis office and act as Bloom’s Minnesota Transportation Practice leader.

Throughout his career, Marthand has held leadership roles in both public and private sectors. During his tenure at the Minnesota Department of Transportation (MnDOT), Marthand spent 14 years making significant contributions. He oversaw various initiatives, including managing the international program, leading the Intelligent Transportation Systems (ITS) program, and leading the state's pioneering HOT lanes project known as MnPASS. While employed with Hennepin County, he led complete streets and various other endeavors.

We are excited to have Marthand leading our Minnesota team with his vast experience in the transportation industry!

We are pleased to announce that Bloom has opened a new branch office in Dixon, IL! We are thrilled to extend our reach to Dixon, where we'll offer architecture, engineering, and construction management services to support vital local businesses and agencies.

The Dixon office will be led by Vice President and Illinois Transportation Lead, Masood Ahmad, PE. With over 30 years of experience at the Illinois Department of Transportation, Masood has held numerous leadership positions, culminating in his recent role as Regional Engineer. He will guide our staff in the Dixon office to create exceptional, innovative projects. We can’t wait to see all the impactful work Masood will accomplish with Bloom in Dixon.

We would like to congratulate Civil Engineer William Brown on passing his fundamentals of engineering exam, and earning his Engineering in Training (EIT) certification! Will has over three years of experience in civil engineering and has played an important role in various Bloom projects. We are excited to see Will learn and grow as an engineer by earning his EIT certification, and can't wait to see his progression into a Professional Engineer. Congratulations, Will!

Senior Transportation Designer, Thomas LeGear, is celebrating his 25th work anniversary with Bloom! Tom is a dedicated designer who has been with Bloom since the very start, and his loyalty and hard work have proven invaluable over the 25 years. Tom has been a part of over 50 of Bloom's transportation and construction projects, ranging from designing various multi-million dollar bridges and roadways to performing construction inspections on many bridge projects.

Today, the Bloom team gathered for a celebratory lunch to honor Tom's remarkable 25 years of achievements. We want to thank you, Tom, for everything you've done for Bloom and all that you continue to do. Congratulations on 25 years!

Construction was recently completed on STH 83, where Bloom was the prime design consultant for roadway serving local commuter, farming, and commercial traffic. This project included both rehabilitation and reconstruction of STH 83 between the Village of Waterford and the Village of Mukwonago. Bloom performed an extensive analysis of this 6.8 mile stretch of roadway and found sections within the corridor with high crash rates. Bloom corrected these areas by reconstructing STH 83 within the areas of high crash rates by flattening both horizontal and vertical curves, utilizing standard superelevation, and relocating side roads to improve intersection angles with the mainline.

We are pleased to welcome Masood Ahmad as the newest member of Bloom! Masood has joined Bloom as Vice President to lead our Illinois Engineering Department. Masood had an accomplished career with the Illinois Department of Transportation, spanning more than 30 years; where he assumed various roles over the years. Masood most recently held the position of IDOT Region 2 Engineer, overseeing a yearly construction program budget of $400 million that spanned 19 counties. In this role, he effectively managed a team of 100 staff members. His expertise ranges from Phase I – Planning, Phase II – Design, and Phase III – Construction Management of Transportation Projects. Masood earned a Bachelor of Science in Civil Engineering from the University of El Paso, Texas. We are excited to have Masood lead our Illinois team with his extensive experience in the transportation industry!
