Neglia Project Manager and City of Passaic Municipal Engineer, Yasseen Saad, PE, had the privilege of representing the City of Passaic in accepting a Complete Streets Excellence Award at the 2026 NJDOT Complete Streets Summit, held at Rutgers University on April 21. This recognition underscores the City’s continued commitment to creating safer, more accessible, and multimodal transportation networks.

As Municipal Engineer, Yasseen works on site in Passaic, collaborating closely with City leadership and staff to guide projects from planning through ex*****on. He plays a vital role in advancing the City’s Complete Streets initiatives.

Passaic has made significant progress through the adoption of Complete Streets policies; development of Bicycle and Pedestrian Master Plans; implementation of wayfinding signage, bike lanes, and bike share programs; and roadway redesigns focused on pedestrian safety. These efforts include high visibility crosswalks, curb extensions, traffic calming measures, ADA compliant upgrades, improved intersection geometry, transit accessibility enhancements, Safe Routes to School improvements, and the integration of green infrastructure.

Special thanks to Mayor Hector Lora, Business Administrator Ricardo Fernandez, the Passaic City Council, and the Passaic Police and Fire Departments for their leadership and collaboration. We also extend our appreciation to NJDOT for hosting the event, Ramond Joseph and the NJDCA team, and Lisa Lee and the EZ Ride team for their continued support.

The 2026 ALTA/NSPS Land Title Survey Standards are now in full effect.

Neglia Group will ensure that all surveys moving forward adhere to the most current standards and industry requirements.

If you have any questions regarding the updated standards or how they may affect your upcoming projects, please contact Gary Veenstra, PLS, CFS for assistance.

The 2026 ALTA/NSPS Standards are now in effect (February 23). If you work with land title surveys, this update is worth your time.

What’s changed and why does it matter?

▪️ Surveyor-driven updates
Nearly all revisions came from the NSPS side rather than ALTA. Since 1988, the goal has been to clarify requirements without increasing unnecessary liability for surveyors.

▪️ Language that reflects modern technology
References to work being “performed on the ground” have been replaced with methodologies “acceptable to the surveying profession.” This better accommodates drones, LiDAR, and future technologies as they become standard practice.

▪️ Liability remains a priority
All changes were reviewed by E&O insurance providers to ensure no uninsurable risk was introduced.

The 2026 Standards officially replace the 2021 version.

This Thanksgiving season, our Neglia team is proud to give back to Paterson, one of the communities we proudly serve. We partnered with Dawn Treader Christian School and City Impact to continue their long-standing “Bags of Love” tradition, providing food and support to families in need.

Our Lyndhurst GIS & Data Services team recently attended the NJ Geospatial Forum at Meadowlands Research & Restoration Institute. We gained insights into flood modeling, marsh resilience, and drone operations from MRRI experts.

It was a valuable opportunity to connect with fellow professionals and learn more about New Jersey’s Geospatial future.

Congratulations to Bergenfield and Rutherford Boroughs for the recognition of Redevelopment Projects.

Both projects are still in progress and the Williams Center currently serves as a dynamic three-story hub for creatives.
