Rights to Water Engineering, Inc., has solved diverters' headaches for 7 years as of 2021. Centered in Northern California, Rights to Water has worked all over the state. We evaluate flow measurement needs, water right documentation and calculation, Water Board filing needs, and more. Then, we file all relevant forms with the Water Board, and correct and update records for compliance. We recommend and install measurement devices, and download and process elevation, flow, and reservoir volume data for filing with the Water Board. As the former Chief of the Watermaster and Surface Water Sections at DWR in Red Bluff, Shawn helped people with water rights, flow measurement, and making sure diverters got their water allocation. Biggest Diverter In The Galaxy!

I know and worked for the Biggest Diverter of Water In the Milky Way Galaxy! And this is not some alien from Marvel, DC, Star Trek, or any other alternate universe! How big is big? The numbers are, to borrow a word that I do know what it means: inconceivable! When I was still a bureaucrat, overseeing the Watermaster Service Section at the Department of Water Resources in Red Bluff, I was helping a lady on Hayfork Creek whose water was disappearing from Hay Fork Creek....

CalWATRS – improvement or just change?

Recent stuff – expert witness and added rectified maps

The last 12 months have been interesting. For the first time, I testified as an expert witness in a Superior Court trial. Thankfully I had time to prepare, so questions weren't a surprise and I had ready testimony and answers. I'll save details for when the trial is concluded. "Legislative committee consultant Alex Dominguez said he has been attending many, many meetings and has seen the opposition to the three big water rights bills: SB 389, AB 460 and AB 1337. Three water rights bills are headed to the floor for votes, as of May 18, 2023. These bills propose to make water right holders prove their claims whenever the Water Board demands, inspect your diversion without your permission if the Water Board says it's for public health and safety, and make senior (riparian and pre-1914) water right holders curtail their water rights....
