Meet Steven Toney, Insulator 2/C at Jacksonville Machine & Repair.

Every ship that comes in for service depends on expertly crafted insulation to safeguard its crew and ensure reliable operations. Steve and his team manufacture custom pads built to withstand up to 1,000 degrees, protect personnel from burns, and shield critical piping from damage.

The process is far more technical than most realize. It involves precise measurement and cutting of base materials, careful selection of cloth suited for temperature and environmental demands, and finishing each pad with a hook system that ensures secure assembly.

Once the pads are built, they are delivered and installed on board the ships, ready to protect and perform.

JMR / ECR Hosts Shipbuilders Council of America Senior Defense Advisor

Ralph Duskin, ECR Florida’s Vice President of Operations, and Erin Snyder, JMR Operations Manager, recently had the honor of hosting Kevin Terry, Senior Defense Advisor for the Shipbuilders Council of America (SCA), at the Jacksonville Machine & Repair (JMR) and ECR waterfront shipyard and machine fabrication facility located at 1901 Hill Street in Jacksonville, Florida.

Mr. Terry’s visit followed the SHIP REPAIR USA Conference held on June 23rd-24th, 2026, in downtown Jacksonville, where all three attendees participated in discussions focused on strengthening the nation’s ship repair and maritime industrial base.

During his visit, Mr. Terry learned about the rich history of the JMR waterfront property and gained firsthand insight into the extensive capabilities of both JMR and ECR. The tour highlighted the companies’ expertise in fabrication, precision machining, and ship repair services, which support the U.S. maritime industry as well as Jacksonville’s broader industrial sector.

The Shipbuilders Council of America (SCA) serves as the national trade association representing the U.S. shipyard industry. Its members comprise the industrial base that builds, repairs, services, and supplies America’s shipyards. SCA also represents the critical supplier network that provides the equipment, engineering, and specialized services essential to commercial and government shipbuilding and ship repair operations.

The visit provided an excellent opportunity to showcase JMR and ECR's capabilities, workforce, and strategic importance in supporting the nation’s maritime readiness and industrial strength.

Jacksonville Machine and Repair is excited to announce that the U.S. Coast Guard has officially approved our Shipyard Facility Security Plan (FSP).

With this approval, JMR can now facilitate work on active cargo and passenger-loaded transient vessels, significantly expanding our capacity to provide ship repair and related services for vessels under U.S. Coast Guard jurisdiction.

JMR has transformed from a small machine and fabrication shop into a Coast Guard-approved shipyard. This achievement has unlocked expanded maritime capabilities, including vessel mooring at our facility, dockside repairs, shore power, and the ability to pursue and support prime contracts.

We deeply appreciate the support that made this milestone possible and are proud to strengthen JMR’s role as a trusted partner for government and commercial customers alike.

As Memorial Day weekend approaches, I wanted to take a moment to recognize and honor the men and women who gave their lives in service to our country. Their sacrifice and dedication will never be forgotten.
