Dev-Tex Engineering was established in 2004 by Randy Rutherford. Rutherford is a 1996 graduate of Texas A&M University with a Bachelor of Science in Civil Engineering. Wastewater treatment plant rehabilitation and expansion
Floodplain management in association with land development and utility districts, including letter of map change, hydraulic impact analysis, detention basin design, and engineering design reports
