Dev-Tex Engineering was established in 2004 by Randy Rutherford. Rutherford is a 1996 graduate of Texas A&M University with a Bachelor of Science in Civil Engineering. Today, the firm boasts highly diversified experience in civil engineering design and project management with a portfolio that includes:

Water and wastewater systems including: Collection, treatment, and distribution systems including water, sanitary sewer, and stormwater lines, lift stations, pumping and piping systems, force mains, amenity lakes, gravity-flow and pumped detention ponds
Wastewater treatment plant rehabilitation and expansion
Floodplain management in association with land development and utility districts, including letter of map change, hydraulic impact analysis, detention basin design, and engineering design reports
