As Infrastructure Week comes to a close, we’re highlighting one more behind-the-scenes service that helps keep complex infrastructure efforts moving forward: Program Management.

Successful infrastructure delivery depends on more than individual projects. It requires coordination across priorities, schedules, budgets, resources, risks, reporting, and stakeholder communication. Program management provides the structure that helps capital improvement programs stay organized, responsive, and aligned with long-term goals.

At DCCM, our program management teams support clients through planning, design, construction, and closeout, bringing together technical expertise, clear communication, and scalable support across disciplines.

This week, we highlighted the infrastructure you don’t always see — from field data and utility coordination to essential water and wastewater systems, construction oversight, and program-level management. Together, these services help support stronger, safer, and more resilient communities.

DCCM’s Houston team was proud to participate in the 23rd Annual Eagle Open Golf Tournament in Mont Belvieu, Texas.

Held each year at Eagle Pointe Golf Club, the tournament is one of the primary fundraisers for the Mont Belvieu Area Chamber of Commerce, supporting its work as an advocate for business, community connection, and continued growth east of Houston.

As a long-time supporter of this event, DCCM was glad to join local leaders, businesses, and community partners for a day on the course in support of the region.

Representing DCCM this year were Shaun Sallee, Hasibul Hasan, Adam Rodriguez, and Francisco Moret.

This Infrastructure Week, DCCM is recognizing the essential systems communities depend on every day.

Reliable infrastructure is often measured by what communities can count on.

Water and wastewater systems support public health, environmental stewardship, and continued growth. From pipelines and pump stations to conveyance systems and treatment solutions, these systems are essential to how communities function.

DCCM works with municipalities, agencies, and private clients to assess existing infrastructure, address operational challenges, and deliver water and wastewater solutions that meet regulatory requirements and future demand.

This Infrastructure Week, DCCM is highlighting the early work that helps infrastructure projects start with confidence.

Infrastructure starts long before construction begins.

Surveying provides the accurate field data, measurements, and existing condition information that help guide smart design decisions. From land development and transportation improvements to public infrastructure and environmental projects, this early work helps teams understand the site before plans are developed.

DCCM’s surveying teams support infrastructure projects with reliable data, advanced field technology, and practical insight that help keep projects moving with confidence.

DCCM is proud to support the Town of Windsor, California, on the Wild Oak Water Services Replacement and Pavement Preservation Project, a comprehensive infrastructure improvement effort focused on reliability, safety, and long-term community resilience.

The project includes replacing approximately 8,000 linear feet of aging water main and residential water services in an area affected by frequent leaks from deteriorating 50-year-old infrastructure. In coordination with these utility improvements, the project also rehabilitates deteriorated roadways, improves drainage to help address recurring flooding, upgrades key curb ramps for ADA compliance, widens portions of the roadway, and adds a paved shoulder adjacent to the SMART railroad corridor.

DCCM provided professional engineering design services, including topographic surveying, geotechnical investigations, public outreach, design alternatives evaluation, construction documents, and bidding support.

By combining critical underground utility upgrades with pavement rehabilitation, the Town is delivering these improvements in a cost-effective, coordinated way while minimizing impacts to the community.

We appreciate the opportunity to partner with the Town of Windsor on infrastructure improvements that will serve residents for decades to come.
