DCCM is proud to recognize Rose Walther, PE, Bridge Director for DCCM Indiana, for recently graduating from the 2026 ACEC Indiana Leadership Class.

Rose was nominated by her peers to speak at the ACEC Indiana Recognition Awards and Engineering Leadership Graduation, where she shared her experience with the program and said the following:

“Over the past 6 months, 25 of us from 19 companies came together for 8 days of learning. We walked in with different backgrounds, different disciplines, and different perspectives. We now leave with a broader understanding of each other, of the industry, and of what it takes to be a leader.”

Her words reflect the strong leadership and dedication she brings to DCCM on a regular basis. Congratulations, Rose.

From Seymour, Indiana, this project highlights how strategic transportation improvements can enhance mobility, support safer traffic flow, and better connect a growing community.

The Burkart Boulevard Bypass involved constructing a 4.7-mile roadway around Seymour, extending from the US 50/Burkart Boulevard intersection southwest to O’Brien Street. The first phase included a 99-foot bridge over the Conrail railroad, an MSE wall design that helped minimize right-of-way impacts, a single-lane roundabout built to accommodate semi-truck and farm equipment traffic, and a new multi-use pathway along the project limits.

With an entirely new alignment and permanent traffic pattern changes, the project required extensive public involvement, ongoing coordination with INDOT, the City of Seymour, and Conrail Railroad, and on-site and off-site mitigation efforts to support successful delivery. The project’s thoughtful design and coordination earned recognition as an ACEC State Finalist Project Award recipient.

DCCM team members Colin Ash, Ed Elam, and JD Allen partnered with the Louisiana Department of Transportation and Development (DOTD) Public Transit Division in Lake Charles, Louisiana, for their annual Directors Meeting. This important gathering brings together transit leaders from across the state to collaborate, share insights, and plan for the future.

Serving in a technical advisory role, the DCCM team led discussions to identify current and emerging transit needs, strengthen coordination among agencies, and provide best practices to support transit service delivery and development statewide.

From Brazoria County, Texas, this project highlights the infrastructure work that helps bring renewable energy online.

DCCM provided civil engineering design, permitting, and construction support for the Pythias Solar Substation, a 138 kV–34.5 kV facility developed to interconnect a utility-scale solar farm into the client’s transmission network. The substation serves as a critical grid-tie facility, enabling the delivery of renewable energy into the regional power system.

Scope included site layout, grading, and stormwater management design, along with preparation of construction plans and specifications. DCCM coordinated with Brazoria County and local drainage authorities to support permitting approvals and compliance with environmental and drainage requirements. The design incorporated a detention system and erosion control measures to protect surrounding infrastructure and natural resources. During construction, DCCM provided engineering support, responded to contractor inquiries, and coordinated survey and layout data.

DCCM was proud to support the 28th Annual Lower Rio Grande Valley Stormwater Management & Planning Conference as a Silver Sponsor.

Representing DCCM, D. Scott Jones, PE, and Justin Tyson, PE, attended the event, joining stormwater professionals and community leaders for conversations focused on resilient, effective water management across the region.

DCCM’s Adam Rodriguez also presented on “Representative Low Impact Development Projects,” highlighting the value of working with nature and approaching stormwater as a resource rather than a waste stream. His presentation reinforced the importance of sustainable, practical solutions that support long-term community resilience.
