as prior experience successfully managing UIC accounts for the State in over 40 locations, designed and built numerous wastewater system upgrades, and have procured UIC permits and permit renewals for various State and County agencies as well as local commercial businesses. The UIC Program regulates the injection of fluids into injection wells and ensures the prevention of any potential ground water contamination. Nationally, UIC is enforced by the Environmental Protection Agency since its inception in 1974 when Congress passed the Safe Drinking Water Act. Locally, in Hawaii, the UIC Program is regulated by the State Department of Health (HDOH) Safe Drinking Water Branch, which requires that injection wells fall under specific categories permitted under their UIC Program. Hawaii Administrative Rules Title 11, Chapter 23 references the conditions governing the location, construction, operation, and monitoring of injection wells so that subsurface injected fluids do not migrate and pollute ground water sources for consumption. In Hawaii, the sensitivity for the protection of the environment (land and water) is especially elevated thanks to the deep-rooted values instilled in the communities within the state.
