It sounds simple. When you're talking about commercial storm shelter occupancy, it should be.

At Safe-T-Shelter, we believe one of our biggest responsibilities as a life-safety manufacturer is making sure customers understand exactly what they're buying — including how many people a shelter is actually designed to protect.

For commercial tornado shelters, we design around the applicable ICC 500 / FEMA P-361 requirements, including the required usable floor area per occupant.

We don't believe in squeezing a bigger number onto a brochure just to make a shelter look more competitive.

THE SAFE-T STANDARD | Capacity Isn’t a Guess.

When a storm shelter says it holds 20 people… 50 people… 89 people… or 200+ people — where did that number come from?

It should come from the standard.

For commercial storm shelters, ICC 500 and FEMA P-361 use 5 square feet of usable floor area per occupant for tornado shelters.

That means benches, restrooms, equipment, interior layout and usable space all matter when determining the actual rated capacity.

For residential safe rooms, FEMA P-320 uses a different guideline: 3 square feet per person for tornado protection.

Why does that matter?

Because a shelter’s outside dimensions don't tell the whole story.

At Safe-T-Shelter, we believe capacity should be engineered, documented and communicated accurately — even when the honest number isn't the biggest number we could put in an advertisement.

That philosophy carries through everything we build:

How many people does a storm shelter actually protect?

That number shouldn’t come from how many people you think you can squeeze inside.

It should come from the standard the shelter is being designed to meet.

For residential safe rooms, FEMA P-320 guidance generally uses 3 square feet of usable floor area per standing or seated occupant.

For commercial and community safe rooms, FEMA P-361 and ICC 500 generally require 5 square feet per standing or seated occupant — along with additional requirements that simply don’t apply the same way to a residential shelter.

That difference matters.
