Meet Our Experts! If you work on a project for Matrix, you may run into Elizabeth Mora, our Senior Hydrogeologist and Modeling Supervisor. Elizabeth has over 20 years of experience in the hydrogeology space and assists with management of the Matrix Modeling Team. She has developed expertise in groundwater flow modeling for water resources projects including managed aquifer recharge, Assured Water Supply, and water resource scenario planning projects. She works using numerical groundwater flow models to evaluate pumping and recharge impacts for clients throughout Arizona and has conducted dozens of water supply and managed aquifer recharge projects across the state. As a fourth generation native to the Phoenix area, Elizabeth has a genuine interest in the future of Arizona’s water supply and is committed to safeguarding its long-term viability.

Meet our experts! If you work on a project with Matrix, you may run into Noelle Farook as your Project Manager. Noelle has over 7 years of experience working in Environmental Site Investigation and Remediation under NJDEP and NYC DEP jurisdiction, primarily for utility and municipal clients. She has been responsible for planning, management, and oversight of sampling with multiple types of environmental media, hazardous and non-hazardous waste management, Community Right to Know services, Phase I and Phase II Site Assessment services, construction and subcontractor management, linear construction oversite, and assisting in the development and implementation of remedial investigations and remediation. Noelle is experienced in environmental technical report preparation, data evaluation, environmental compliance and permitting, proposal and HASP preparation, and direct client coordination on multi-year projects. She currently holds a chair on the New Jersey Society of Women Engineering Professionals (NJSWEP) Steering Committee and is heavily involved with their fundraising and program coordination.

Project Spotlight! New Jersey Department of Environmental Protection interviewed Project Manager, Mark Sprengel, about our work on the Official: Liberty State Park Revitalization Program. Environmental Scientists, Kali Primiani and Matt Heye, are featured in the below reel performing a slug test in the Central Railroad of New Jersey Train Shed. This test will aid in determining recharge rates in the surrounding aquifer so accurate pumping rates can be calculated for dewatering during inspection of foundation piles which will be needed when restoring this historic structure.

This program will transform by adding one hundred acres of active recreational, arts, and cultural spaces along its perimeter, with a vibrant central park at its heart. The development will not only create world-class natural landscapes that bolster against flooding and but also provide valuable spaces for local communities to engage in , , and . This project aims to significantly enhance quality of life for nearby residents, offering them greater access to green spaces and opportunities for connection and learning. Matrix is thrilled to be apart of such an impactful and exciting project!

Meet our experts! If you work on a project with Matrix (or you’re networking at an industry event), you may run into Phillip Scott, our Director of Urban Engineering and Development. Phil has over 26 years of experience in the public and private sectors, with much of his experience associated with residential subdivisions and office/commercial site developments. Phil has extensive experience in urban revitalization and the redevelopment of affordable housing sites and has been responsible for several large redevelopment projects in Newark and the surrounding municipalities. In 2013, he joined Matrix New World Engineering only to be recruited to work for New Jersey’s largest city in 2014.

Prior to returning to Matrix in 2022, Phil was formerly the Director of Engineering at the City of Newark responsible for improving, maintaining, planning, operating, and repairing the City's infrastructure. He was responsible for improvements and enhancements of roadways, traffic and transportation, municipal parks, code enforcement and the office of the Uniform Construction Code. In his past experience, he oversaw a staff of approximately 150 employees, was the mayor’s voting representative on the Board of Trustees for the North Jersey Transportation Planning Authority (NJTPA), and served as the City’s floodplain administrator for FEMA.

Matrix New World Engineering, Land Surveying and Landscape Architecture, PC (Matrix) is a woman‑owned (WBE) and disadvantaged business (DBE), providing a wide array of engineering services, including civil, environmental, geotechnical, marine, and structural; landscape architecture; and survey consulting expertise. Known for delivering high quality results within budget and on schedule, Matrix has successfully executed and delivered on multiple concurrent large-scale and complex contracts for public agencies (Federal, state and county), private corporations, architects, engineering firms, and commercial and residential developers.

Established in 1990, our wide range of engineering and environmental services include land use planning and engineering services, environmental permitting and environmental investigations, geotechnical engineering, construction monitoring and support, remediation design, regulatory compliance, ecological and biological studies, stormwater management and flood studies, forensic engineering, litigation support, and community relations.
