Leadership Transition and Internal Ownership Change

P. Joseph Lehman, Inc., Consulting Engineers (Lehman Engineers), a full-service civil, structural, environmental, and land development firm serving Pennsylvania and surrounding states, today announced a long-planned internal leadership and ownership change.
Effective June 2, 2026, P. Joseph Lehman, Jr., P.E., who together with his late father have dedicated nearly six decades of service to the firm, has passed the torch of leadership by transitioning his majority ownership interest to long-time company leaders Chuck Meyers, P.E., Principal/Transportation Services Director (29 years), Scott Klingenberg, Principal/Environmental Services Director (28 years), and Robert Bryant, P.E., Senior Quality Control Advisor (52 years).
Chuck Meyers, P.E., stated: “Joe and his father built an outstanding firm over nearly six decades, and we are deeply grateful for their vision, leadership, and the strong foundation they have given us. Celebrating a successful community project!

P. Joseph Lehman, Inc., Consulting Engineers is honored to have taken part in Saturday’s grand opening of the Mann Township Community Park in Bedford County.

The facility - located at the Artemas Legion-William McKinley Smith Post 155 and operated by the Artemas Community Association - features a pavilion and concession stand available to rent, kids’ playground equipment, baseball field, basketball and tennis/pickleball courts. The project was completed late last fall and included funding assistance from a $118,200 PA Department of Conservation & Natural Resources grant. Lehman Engineers provided land development design, inspection, and grant facilitation services for the project.

Featured speakers at the grand opening event included Mann Township Board of Supervisors Chairman, Richard Talbert, and PA Representative Jesse Topper (78th).

Position Overview: P. Joseph Lehman, Inc., Consulting Engineers is seeking a motivated Entry-Level Highway/Roadway Engineer to join our Highway Solutions team. Since 1969, our firm has delivered outstanding, on-time, and within-budget engineering solutions for transportation projects across central Pennsylvania and surrounding states. This role provides hands-on roadway design experience and strong professional development opportunities, focusing primarily on supporting roadway and highway projects for PennDOT (including District 9-0), the Pennsylvania Turnpike Commission, and municipal clients under the guidance of senior engineers and project managers.

Education Requirements: Bachelor’s degree (4-year) in Civil Engineering (preferred) or Associate’s degree (2-year) in Civil Engineering Technology or a closely related field. An equivalent combination of education and relevant roadway or transportation experience (including internships or co-ops) will be strongly considered.

Experience Requirements: 0-3 years of experience in civil engineering (entry-level candidates and recent graduates are encouraged to apply). Internships, co-ops, or relevant coursework in roadway/highway design are highly valued. Experience with PennDOT, Pennsylvania Turnpike Commission, and/or municipal transportation projects is a plus.

Required Skills: Experience in AutoCAD and Civil 3D preferred for roadway plan production, alignments, profiles, cross-sections, and construction documents. Candidates must demonstrate the ability to perform design work under supervision while learning project management principles.

We’re thrilled to share that our rehabilitation of the Pomeroy-Academia Covered Bridge — the longest remaining covered bridge in Pennsylvania at 278 feet — has received some wonderful national recognition!

Built in 1902 by James N. Groninger as a double-span Burr Arch truss spanning the Tuscarora Creek near Port Royal in Juniata County, this National Register of Historic Places-listed landmark has served as a vital crossing for nearly 125 years. After decades of wear (including extensive powder-post beetle damage), our team at P. Joseph Lehman, Inc. led the comprehensive $1.4 million restoration from 2001–2009. Working closely with the Juniata County Historical Society, we carefully dismantled the structure, salvaged and reused original timbers where possible, reinforced the stone piers and abutments, and transformed it into a safe, pedestrian-friendly historic treasure complete with a new interpretive park.

Now, this iconic piece of American engineering heritage is earning even more attention: the bridge has been awarded a $2,100 grant from the William G. Pomeroy Foundation for a permanent National Register of Historic Places marker. The plaque will provide professionally researched historical context for visitors, enhancing heritage tourism and public education right here in our area. The grant was secured through a collaborative effort with the Theodore Burr Covered Bridge Society of Pennsylvania and the Juniata County Historical Society as part of a statewide initiative to highlight Pennsylvania’s covered bridges.

We are deeply honored to have played a key role in preserving this extraordinary example of early 20th-century craftsmanship and rural Pennsylvania’s transportation history. Structures like the Pomeroy-Academia Covered Bridge remind us that historic preservation isn’t just about saving old buildings — it’s about connecting past ingenuity to future generations for all of us to enjoy.
