We are excited to announce that Roben L. Armstrong—a leader in aviation, transportation and environmental planning—has joined Jviation, a Woolpert Company. Over the last 20+ years, Roben has excelled in multiple aviation roles and has become known for helping organizations develop sustainable strategies and infrastructures that support their long-term planning goals.

Roben comes to Jviation fresh from her position as a strategic planning manager for the Clark County Department of Aviation in Nevada, where she oversaw long-term capital planning projects and managed off-airport development in the booming Las Vegas region. While there, she developed the division’s first strategic plan, streamlined communications strategies across five airports and led project development efforts for the region’s proposed secondary commercial airport.

No stranger to the private sector, Roben spent nearly a decade at a large engineering firm in Houston, where she advanced quickly to become the aviation lead for the firm’s South-Central region. She was responsible for business development and the management of several large-scale transportation projects, and her project team won an Outstanding Achievement Award for Excellence in Environmental Document Preparation.

A Texas Southern University grad twice over, Roben earned her bachelor’s degree in aviation science management and her master’s in transportation planning and management. At Jviation, we are excited to welcome her back home as she is working out of our Houston office.

We are pleased to announce that Jeff Borowiec, a longtime leader in the Texas A&M Transportation Institute, has joined our growing Aviation Planning practice! In addition to being an instrument-rated private pilot, Jeff is an experienced aviation planner, researcher and thought leader who has fostered a reputation for excellence and integrity across the aviation industry and the state of Texas.

A trusted advisor to the Texas Department of Transportation, other governmental agencies and key industry leaders, Jeff has supported and advanced the TxDOT Aviation Division’s continuous planning program and has served as a project manager and principal investigator on dozens of aviation studies.

Most recently, Jeff led the research team supporting the Urban Air Mobility Advisory Committee designed to facilitate UAM’s integration into Texas and was a major contributor to the ACRP 09-11 Pavement Maintenance, Guidelines for General Aviation Airport Management.

Nationally, Jeff is known for his work chairing the Transportation Research Board’s (TRB) Standing Committee on Aviation System Planning and is now the incoming chairman of the TRB Aviation Group.

We are honored to have this versatile, innovative and dynamic addition to our aviation team. Welcome, Jeff!!

Congratulations to Laramie Regional Airport on the grand opening of the new terminal building! This project was 12 years in the making, and Jviation is honored to be involved in this grand transition.

Passengers celebrate their first flight out of Laramie's new 14,000 SF terminal building. The terminal features a baggage claim, multiple modern seating areas, and a bistro where passengers waiting on their flights can dine.

Congratulations to Rolla National Airport and the City of Rolla on their first-place win for airport paving in the Missouri Asphalt Pavement Association!

Rolla National Airport's Runway 4/22 was reconstructed to meet current FAA standards for runway grades and replace the failing asphalt with new material. Runway 4/22 is the first airport project in the region to contain a full-depth reclamation. The full-depth reclamation combined the existing asphalt with the existing base and cement to produce a hard and smooth foundation beneath the new asphalt pavement.

This project's overall success is an excellent example of teamwork Kudos to the City of Rolla and the project contractor, Capital: Materials, Paving & Construction. Great work all around!
