Behind every community that thrives is freedom to live, work and connect.

This Memorial Day, we honor and remember the brave men and women who gave their lives to protect that freedom.

Their sacrifice is what makes everyday life possible — often in ways we don’t see — and reminds us of the true cost of freedom, and of the responsibility we carry so communities can flourish and thrive.

We remember — with gratitude, and with purpose in the work ahead.

Infrastructure doesn’t advance by projects alone — it advances by standards.

This , we’re recognizing the work that often goes unseen but shapes how infrastructure performs long after construction is complete.

In this conversation, Jaclyn Ferraro and Jay Dorst share how their leadership in the American Concrete Institute (ACI) and ASTM International is helping shape the standards and practices that bring consistency, reliability and shared understanding to complex infrastructure projects nationwide.

From materials evaluation to testing methods, this work connects directly to real-world performance — supporting durability, quality and confidence in critical investments.

At Atlas, advancing infrastructure means contributing not only to the projects delivered today, but to the standards and knowledge that shape what comes next.

When traffic moves better, communities move forward.

This , we’re spotlighting a Georgia project that shows what’s possible when quality is built into complex transportation delivery from day one.

On the GDOT I-75/I-575 Northwest Corridor Express Lanes program, Atlas supported a large-scale, reversible express lane system designed to reduce congestion and give travelers more reliable options.

As the Independent Quality Firm and Construction Engineering & Inspection partner, Atlas brought together inspection oversight, materials testing and verification and coordination across major structures and intelligent transportation systems.

Why it matters: projects like this don’t just improve commutes — they help regions stay connected, support economic activity and strengthen how communities grow over time.

Quality plays a defining role in how large transportation programs perform — not just during construction, but for decades after.

During , it’s important to recognize the behind-the-scenes work that helps infrastructure deliver lasting value to the communities they serve.

Atlas is proud to support the Texas Department of Transportation’s I 35 Northeast Expansion (NEX) Program, providing independent quality oversight from early design through construction. Our role spans multiple phases of this landmark program, helping strengthen mobility along of one of Texas’ most critical corridors.

As projects grow in scale and complexity, independent quality management brings clarity, consistency and confidence across delivery — benefits that extend well beyond the project team to the communities these systems serve.

This Infrastructure Week (May 18–22), there’s a national spotlight on the systems that power and sustain our economy.

Infrastructure is no longer just foundational — it’s strategic to national resilience, security and long-term competitiveness.

Released in November, the White House’s 2025 National Security Strategy reinforces what many are seeing in real time: power, manufacturing, supply chains and mission-critical systems are central to how the U.S. defines strength and stability.

Atlas Chief Growth Officer Harshal Desai explores what this shift means for investment priorities — and for owners and developers navigating growing complexity.

Some of the most critical work on infrastructure projects happens behind the scenes.

It’s the testing, inspection and technical expertise working alongside delivery that helps teams navigate complexity and move forward with confidence.

Infrastructure Week is a moment to recognize how this work shapes the way communities grow, connect and thrive.

At Atlas, we see infrastructure as more than projects — it’s the foundation for opportunity. Across transportation, water, environmental solutions, energy and program management, we partner with clients to support systems people rely on every day.

Across the country, our teams bring an independent perspective and technical depth to complex infrastructure challenges — supporting projects not just in how they’re built, but how they perform over time.

As we kick off , we’re proud to stand alongside our partners in advancing infrastructure that helps communities flourish — today and for generations to come.

👉 Follow along this week as we highlight the people, projects and expertise behind the work — and the impact it’s having across the communities we serve. https://bit.ly/3PtLaVa

What’s the real cost of not knowing what’s underground?

In infrastructure, some of the biggest risks are the ones you can’t see. Unknown or inaccurately mapped utilities can lead to delays, safety hazards, costly rework and public disruption — challenges that impact not just projects, but the communities they serve.

That’s why Subsurface Utility Engineering (SUE) should be viewed as an investment, not an added expense. When integrated early, SUE gives project teams the visibility they need to make smarter decisions, reduce risk and keep projects moving forward with confidence.

According to a Federal Highway Administration–sponsored study, every $1 invested in SUE delivers an average of $4.62 in measurable cost savings, with total returns ranging from the $4–$20 range when broader risk-reduction benefits are considered.

In our latest Q&A, Randy Sanborn shares how Atlas is helping clients take a more proactive, data-driven approach — highlighting a recent GDOT project where 3D SUE modeling provided critical insight into underground and overhead utilities before construction began.

📍If you’re attending the TDOT-ACEC Partnering Conference this week in Chattanooga, connect with Randy Sanborn to learn how SUE can help strengthen project outcomes from day one.

🚧 Engineering with purpose — advancing independent quality on complex transportation programs

Francis Mouafong brings more than 30 years of experience guiding quality across large-scale transportation programs — including more than two decades supporting some of Georgia's most complex projects. His work reflects a deep understanding of how independent quality management strengthens accountability, alignment and performance across modern infrastructure delivery.

Today, Francis leads construction quality efforts that translate design intent into infrastructure communities can rely on — not just at completion, but for decades to come. His approach reflects a broader shift in how quality is delivered: independent, integrated and built to keep pace with fast-moving, high-stakes construction environments.

At Atlas, independent quality management goes beyond oversight. It creates clarity across teams, strengthens alignment between plans, specifications and field conditions and supports better outcomes for owners navigating complex delivery models — especially as projects grow in scale, speed and complexity.

📍 Heading to TDOT-ACEC?

Join Francis at the 2026 TDOT-ACEC Partnering Conference, May 11–13, where he’ll share perspectives from his experience supporting Independent Quality Firm services — and how those lessons apply across today’s evolving transportation landscape.
