Tim Martin Helped Rebuild Illinois -- Now He’s Taking His Well-Earned Exit Lane
On May 1, Timothy Martin, Senior Vice President at SPAAN Tech, officially retired — concluding more than four decades of public and private sector leadership across transportation, infrastructure, and civic systems.
Martin’s work helped shape how Illinois moves. As Secretary of the Illinois Department of Transportation, he led the $12 billion Illinois FIRST program, improving thousands of miles of roadways and bridges across the state. He brought IDOT national recognition as the first state transportation agency to achieve ISO 9001:2000 certification for quality management. And in 2006, Illinois reached its safest highway year since 1924 under his leadership.
He played a pivotal role in realigning Lake Shore Drive to make way for McCormick Place’s expansion—a high-stakes, politically sensitive, and technically complex project that remains a standout in Chicago’s modern infrastructure history. He also oversaw the Dan Ryan Expressway reconstruction and fought to correct Illinois’ “donor state” status in federal transportation funding.
Before IDOT, Martin served as Chief Operating Officer at Chicago Public Schools, where he managed one of the largest public school systems in the country with the same clarity and commitment he would later bring to statewide infrastructure.
He later held senior executive roles at some of the largest engineering firms in the world, leading major infrastructure programs that demanded coordination across disciplines, jurisdictions, and communities.
When Martin joined SPAAN Tech in 2019, he brought with him not just decades of technical experience—but a style of leadership grounded in steadiness, mentorship, and an unwavering sense of purpose.
He helped guide some of our most complex aviation, transportation, and water projects, including work connected to the O’Hare 21 terminal modernization. But just as importantly, he helped guide people. Martin’s presence on a project brought focus. His presence in a meeting brought clarity. His presence in the office brought a culture of patience, accountability, and grace under pressure.
He was also a steadfast champion for fairness, representation, and opportunity—believing that infrastructure should reflect the communities it serves and that engineering teams are strongest when they include many voices, not just a few.
Founder and CEO Smita Shah called him “a dynamic veteran whose presence consistently turned complexity into clarity.”
Tim Martin’s name is on no monument but his influence is built into the work, the standards, and the people who carry it forward.
