Great work starts with a connected team, and today is all about strengthening those connections!

Both UDP offices are closed today, Thursday, September 3, as our entire team comes together at the Whitewater Center for UDP Day.

We’re looking forward to a day filled with activities, shared learning, team bonding, and plenty of fun. We’ll return Friday feeling refreshed and ready to bring that energy back to our projects!

Construction is moving forward on Phase 1 of Shinn Farms, a 238-acre residential development in Troutman, NC. Roadways are taking shape, and the project’s large pump station is nearing completion. These two major pieces of infrastructure are helping set the stage for continued development across the site.

For a project of this scale, early planning around infrastructure, connectivity, and phasing is critical. UDP has worked closely with the Town of Troutman and Iredell County throughout the process to help keep the project moving from planning into construction.

It’s exciting to see the groundwork coming together and the next phase of Shinn Farms beginning to take shape.

A rezoning approval is a major milestone, but it’s far from the finish line.

As part of our Monday Mindshare series, covering ideas and lessons from early development through implementation, Paul Pennell, PLA walks through what happens after a rezoning is approved and how a project moves from entitlement into design, permitting, and ultimately construction.

Rezoning petitions are not a linear process. They are iterative, requiring collaboration, thoughtful design, and the ability to navigate competing priorities while building consensus among stakeholders.

Rezoning Petition 2025-077 along North Wendover Road is a great example. After years of previous entitlement efforts, UDP helped Kyle Short Development receive approval for a community of 36 townhomes, including six deed-restricted affordable homes available to households earning a minimum of 80% of the Area Median Income.

This approval reflects months of coordination with Charlotte Planning, City Council and neighboring residents. A big thank you to Councilmember Kimberly Owens for your leadership and guidance and to everyone in the community who helped shape a better project for Charlotte. The best rezonings aren't simply measured by an approval. They are measured by the quality of the project that ultimately gets built.

Not every rezoning petition is destined for approval, and knowing when to step back can be just as important as knowing when to move forward.

As part of our Monday Mindshare series, covering ideas and lessons from early development through implementation, Paul Pennell, PLA discusses the factors that may signal it's time to withdraw a petition and reassess the path ahead.
