Many children and adults have enjoyed the 6-foot wide sidewalk from Howar Middle School to Lakeview - thanks to a grant that was awarded to Appanoose County Trails, Inc. and the City of Centerville. HEC was proud to design and manage that project several years ago. Thanks to the City of Centerville (with funds from the DOT and a Wellmark grant) for allowing HEC the opportunity to design and manage construction of the 6-foot sidewalk from the Morgan Cline Sports Complex to Lakeview! More sidewalk will be constructed from the Centerville High School to Howar Middle School. Our community will now have a 6-foot sidewalk that extends from the High School to the sports complex. An amazing improvement for our community!

Bill has successfully worked with state and federally funded grant projects for nearly forty years. He has provided our clients with assistance in grant application preparation and project administration. His familiarity with the requirements of these grant programs provides a benefit of service to our clients by limiting the administrative work incurred by a community throughout the project. Bill has successfully managed numerous projects from the stage of feasibility analysis through financing, design, and construction.

Buss’ business and financial management education and experience allow our firm to provide services including feasibility studies, municipality assessments, and rate surveys and studies.
