I want to thank everyone who gave part of their Thursday to join us for Commissioners Court this morning, and express their thoughts, suggestions, and opinions during the public hearing about the proposed update to the boat ramp order.

Eighteen of y'all worked up the courage to speak and address the Court, and many, many more of y'all came in support of your fellow friends and residents. Many of y'all brought up wonderful points that we, as a body, should take to heart and consider when taking these types of actions.

I wholeheartedly agree with y'all that public input needs to be considered (y'all are much more than a "legality" in my opinion!), and I think a committee is a really great idea.

After coming out of Executive Session, Commissioner Eccleston (who is the one who made the proposal to begin with) made a motion to table it until June 24 (two weeks). It will be on the agenda again at that time.

I hope that in the meantime, she takes your input into consideration, as well as the ramifications of the updated order...and the unintended consequences that will result from it.

Like many of you, I did not find out about it or see what was being proposed until this past weekend when the agenda was published.

Seeing how there are also County boat ramps in my precinct, and this affects so many people in so many ways, I was definitely not on board with the action as it was proposed, nor the means of how it was presented.

I hope there is a better plan for Round 2.

With the upcoming March Primary Election coming up, our Constable has drawn an opponent. I'd like to offer my 2 cents on this race:

We are blessed to have a Constable who is loyal and dedicated to our precinct and to our County. He has served faithfully and with the utmost integrity.

As a Commissioner for Comal County Precinct 4, Shane Rapp, Comal County Constable, Precinct 4 is someone I count on to be responsive at the drop of a hat when citizens come to me with their concerns. He fulfills his constitutional duties with efficiency and a level of professionalism that is respected and welcomed in our community. He is familiar; and he is trusted.

Shane goes above and beyond in many ways as well. One of his passions is drug interdiction. In the past 22 years, he’s taken more drugs and mischief off the streets of Comal County and our communities than I can count. Many of those arrests and seizures have turned into asset seizure funds, which have allowed him to purchase tools and equipment for his office (including a patrol vehicle!) that did not come out of taxpayer money.

The citizens he represents are always at the center of his service. His service to this community is solid. He’s an excellent constable, and I urge the citizens of our precinct to keep him right where he is...serving our community.

Additionally, Constable Rapp has earned the endorsement of our Comal County Deputy Sheriffs Association and our Canyon Lake Professional Firefighters Association. All of these folks work for our community, and their opinions in these races are to be trusted! They are the boots on the ground, and know and understand the job at hand.

There is absolutely no need to take a chance on anyone else for this job when we are so well served. This job is taken. Please Re-Elect Shane Rapp, Constable-Comal County Precinct 4 as your Constable for Comal County in the March 3 Primary.

Constable’s Office Recovers Possible Stolen Semi Trailer -

In the early hours of 11/14/2019 while conducting commercial vehicle interdiction and patrol, your Precinct 4 Constable’s Office located a suspicious semi trailer.

Chief Deputy Roberts located a trailer with signs of VIN tampering. Upon further inspection, it was determined that the VIN plate attached, which displayed as a 2002 model, was fraudulent. The trailer was actually a 2014 model.

The trailer has been seized for further investigation and determining the rightful owner.

Your Precinct 4 Constable’s Office takes pride in returning stolen property to it’s rightful owners and will continue to seek out these types of situations to accomplish that mission.
