Safety Theater is not Safety
Many devices use the first group of people as an "average" temperature for the day. Typically, that "average" is a skin temperature that is adjusted 4-5F higher to estimate an average core body temperature used for fever detection (your skin temperature is usually 4-5F lower than core body temperature). This process is sometimes referred to as the "physiologic correction"...

However, for every 5F change in room temperature, skin temperature changes 1F. Moreover, there is a distance effect when measuring temperature using a thermal imaging camera. There is also background temperatures (ex. a foyer heater, hot cellphone) and air flow impacts (ex. air conditioning kicks on).

In short, the first group averages, room temperature changes, measuring distance changes, air flow and background items change during a day devices are not . Imagine what all those factors do to the accuracy of a basic camera in a school foyer In .
