Seattle Parks and Recreation (SPR) plans to construct up to 24 dedicated outdoor pickleball courts at the Warren G. Magnuson Park in Sand Point, formerly the site of the Sand Point Naval Air Station. SPR is hoping to break ground in January 2026 and have the courts open by the end of that year. The funding plan allocated $2.1 million for the planning, design, and construction of a dedicated pickleball court facility. This conceptual design imagines multiple outdoor courts, stadium seating, new picnic tables and restroom facilities. GeoTest’s geotechnical department recently completed a geotechnical evaluation for the project site. The resulting geotechnical report is being used in the project’s design and construction phases.

Responsibilities
• Coordinate with manager, mentor, and administrative staff to troubleshoot issues.
• Perform special inspection and testing, dependent on required certifications, for a variety of project sites.
• Perform Project Management duties for construction phase special inspection projects as assigned. Duties include review and sign reports, track and verify discrepancy resolution, generate and oversee testing and inspection plan, consult with clients and other stakeholders, participate in pre-construction and construction meetings, directs inspection and testing staff on assigned projects, and conducts budget analysis, cost-to-complete analysis, and invoice review.
• Prepare special inspection and testing cost estimates as requested.
• Assist and train junior testing staff.
• Generate timely reports for applicable testing categories.
• Obtain and maintain certification(s), as appropriate for the work being performed.
• Demonstrate competence for the test or activity which is being conducted is a requirement of the position.
• Maintains a safe working environment.
• Participate in approved continuing education to enhance job-related skillset. Continuing certification/education is a requirement of the position.
• Work on special projects as requested and all other duties as assigned.
Qualifications
• Bachelor’s degree in Engineering, or related field, preferred.
• Project Manager certification/training, preferred.
• Must have a high school diploma or equivalency and five years or more experience in performing special inspections and materials testing; or equivalent combination of education and experience.
• Must have/maintain certifications in at least two categories listed below:
o ICC/WABO Reinforced Concrete
o ICC/WABO Prestressed Concrete
o ICC/WABO Shotcrete
o ICC/WABO Structural Masonry
o ICC/WABO Structural Steel & Bolting
o ICC/WABO Structural Welding
o ICC/WABO Spray-Applied Fire Resistive Materials
o ICC/WABO Cold-Formed Steel Framing
o WABO Lateral Wood
o WABO Proprietary Anchors
o Ultra-sonic Testing Technician Level II
o Magnetic Particle Testing Technician Level II
o ACI Concrete Field Testing Technician – Grade I
o WABO Fire-Resistant Penetrations and Joints
• Ability to read construction plans and specifications.
• Strong organizational, computer, and math skills.
• Clean driving record is required.
• Ability to work outside, work independently, and be a self-starter.
• Able to travel to construction project sites and maneuver over rough and uneven terrain.
• Effective written communication skills are required. Reports must be clear, concise, and use proper grammar.
• Lift up to 50 lbs. in the form of sample bags, buckets, equipment, etc.
• Stand on a hard surface for 8 or more hours per day.
• Sit or drive for 2 to 4 hours per day.
• Lift equipment, buckets, or tools on uneven terrain periodically.
