In 1955, Frederick Ward, a civil engineer, founded Frederick Ward Associates in Bel Air, Maryland. The firm provided land surveying services, supporting the growth and development of Harford County and surrounding areas over the following decades. Since then, Frederick Ward Associates has expanded its capabilities to include civil engineering, architecture, landscape architecture and environmental

planning. FWA has continually embraced new technologies, pioneering the use of GPS survey techniques in the 1990s, adopting drone mapping in the 2010s and utilizing the most recent advancements in 3D modeling software. This week, we celebrate the legacy of land surveying, those who measure, map, and help shape our communities. Before any plan, permit, or project takes shape, surveyors are the ones who set the groundwork, literally, by defining where everything is and where it belongs.
Since our start in 1955 as a surveying firm, FWA has stayed true to the same precision and reliability that shaped our early days.

We’re excited to welcome a couple of FWA veterans, Tim Whittie and John V. Mettee, III!

Tim began his career with FWA and brings over 30 years of public and private sector experience, including serving as Director of Public Works for Harford County and the City of Havre de Grace, and Chief of Development Services for Cecil County. In his new role, Tim will support Construction Administration, QA/QC, Mentoring and Staff Development, and strengthen connections with local government partners.

John has over 40 years of expertise in surveying and geomatics, he has led major mapping programs, pioneered new technologies, and held leadership roles both at FWA and industry-wide. His focus will include processing field data, QA/QC of deliverables, boundary determinations, and ALTA/NSPS Land Title Surveys.

John’s career is highlighted by industry awards such as the MSS Lifetime Achievement and NCEES Distinguished Service Awards, and he brings extensive experience and professional dedication back to our team.

Thank you to everyone who joined us in celebrating FWA’s 70th anniversary! Your presence made the event truly special as we reflected on seven decades of innovation, collaboration, and community. We’re grateful for the clients, partners, and team members who have helped to shape our story.

We would also like to extend our appreciation to the Delegates, County Executives, Council Members, and Local Officials who attended and shared their kind words about FWA’s impact on the community.
