Robert Burkhart (1958-2011)

Mr. Burkhart was a pioneer of inland coastal desalination, leading the first brackish groundwater plant in the Rio Grande Valley as General Manager for Valley MUD, which came online in 1999. His vision and quiet determination opened the door for many to follow, and his legacy still shapes how we approach water supply in South Texas.

Charles Browning (1954-2010)

Mr. Browning was an innovator in Texas desalination, leading North Alamo WSC to develop five brackish RO plants between 2004 and 2012 across three counties in the Rio Grande Valley. By bundling equipment into 1 MGD modules totaling 10 MGD, his creative approach to financing and procurement cut costs by over 30%, resulting in some of the lowest-cost brackish plants in the country.
