A placeholder number can get a project into the budget. It can also create headaches once the real engineering begins.

When the system is properly assessed first, you have a chance to identify obsolete hardware, understand the existing controls architecture, find integration dependencies, and determine how the work can fit around production.

That information changes the conversation from “We think this will cost about this much” to “Here is what the plant needs, here is what it will cost, and here is why.”

That's a much stronger position to take into a capital review.
