Interchanges like Kampala's downtown flyover are traditionally obvious solutions to traffic bottlenecks in growing metropoles. But they're costly, and have the multiplier effect of stimulating the purchase of new cars. The best way to deal with African capitals' traffic problems is investing in alternative mass transit modes (RTS) like trains and cable cars. Encouraging lifestyle change to have city dwellers occasionally cycle or walk is even better. But this has to be coupled with all-round improvements in public safety, zoned developments, and national income redistribution.
