In accordance with section 18(2) of the Engineers Registration Act, Cap. 299, it is hereby notified for the information of the general public that the following persons (scan QR code) have their names remaining on, or newly added to, the Engineers Register as:

1. REGISTERED ENGINEERS and are entitled to adopt and use the style and title "Registered Engineer" and to use the prefix "Eng" before their names, and to offer their services to the public for gain or reward or by way of trade as professionally qualified engineers.

2. REGISTERED TECHNOLOGISTS and are the only ones entitled to offer their services to the public for gain or reward or by way of trade as professionally qualified Technologists.

3. REGISTERED TECHNICIANS and are the only ones entitled to offer their services to the public for gain or reward or by way of trade as professionally qualified Technicians.

In accordance with section 22 (2) of the Engineers Registration Act, Cap. 299, the Engineers Registration Board notifies the general public that 6 DECEASED Engineers were deleted from the Register of Engineers as indicated in the notice.

Eng. Yazookire Julius Plucker is a distinguished Electrical Engineer with the Ministry of Energy and Mineral Development (Uganda) and a dedicated Lecturer in the Department of Electrical and Electronic Engineering at Kyambogo University.
Currently serving as a Senior Energy Officer at the Ministry, Eng. Plucker brings over 20 years of extensive experience in the development and management of large-scale power line construction projects across Uganda, contributing significantly to national energy infrastructure expansion.

His strong academic foundation includes a Master of Engineering in Electrical Engineering from Makerere University, a Postgraduate Diploma in Project Planning and Management from Uganda Management Institute, a Bachelor’s degree in Telecommunications Engineering from Kyambogo University, and an Ordinary Diploma in Electrical Engineering from Uganda Technical College Bushenyi. Embracing emerging technologies, he recently completed a Bachelor’s degree in Artificial Intelligence and Machine Learning from ISBAT University and has enrolled for a PhD in Power Systems Engineering at the University of Cape Town. His doctoral research focuses on applying Artificial Intelligence and Machine Learning to optimize Mini-Grid Clusters.

A hands-on practitioner and expert in scientific modelling, Eng. Plucker provides critical technical guidance for complex energy projects while shaping future engineers through academia.

As he prepares to take the Engineers’ Oath, he reaffirms his commitment to upholding engineering excellence, integrity, and innovation — setting a benchmark for responsible and future-focused engineering in Uganda.

Eng. Kyohairwe Jeniffer is a results-driven Registered Engineer and Area Manager at Uganda Electricity Distribution Company Limited (UEDCL). She holds a Bachelor’s degree in Telecommunications Engineering and a Diploma in Electrical Engineering, bringing extensive technical and leadership expertise strengthened during her tenure at UMEME Limited.

She specializes in distribution network operations, power systems management, project management, and SCADA integration. With a strong commitment to safety and operational efficiency, Eng. Jeniffer leads cross-functional teams to enhance supply reliability, strengthen revenue assurance, and reduce system losses.

Dedicated to delivering efficient and sustainable energy solutions, she has consistently earned recognition for her outstanding performance and significant contributions to operational excellence within Uganda’s power distribution sector.

Eng. Rwendeire Andrew is an accomplished Electrical Engineer with over eleven years of professional experience spanning contracting, consulting, and academia. He holds a Bachelor of Engineering in Electrical Engineering, a Master of Science in Power Systems Engineering, and a Master of Business Administration (MBA), reflecting both strong technical grounding and strategic leadership capability.

He has extensive experience delivering large-scale, donor-funded and multi-stakeholder electricity infrastructure projects, particularly in rural electrification, where he has contributed at various levels including contracting, design, and construction supervision.

In academia, Eng. Rwendeire lectured at Ndejje University and Busitema University, sharing industry insights with the next generation of engineers. In industry, he has held key roles including Electrical Engineer at Konserve Advisory Services Limited and Mehta Electricals Ltd.
At GOPA-Infra GmbH (formerly GOPA-International Energy Consultants), he has risen through the ranks from Clerk of Works to Resident Distribution Supervisor, Networks Distribution Engineer, Projects Coordinator, and Distribution Networks Planning and Design Engineer. He currently serves as Projects Coordinator for a cluster of closing-out projects and as a Distribution Networks Planning and Design Engineer on the Electricity Access Scale-Up Project (EASP), contributing to expanding reliable electricity access.
