Budget 2027 was tabled on 9 October. Here's what it means for lab-based industries.

The headline numbers for labs:
→ RM47.7 billion for the Ministry of Health, up from RM46.5 billion in 2026
→ RM1.2 billion for hospital and clinic maintenance and upgrades
→ 9 new health facilities, and basic science laboratories at 18 MOH training institutes
→ RM6 billion for research, development and commercialisation
→ RM100 million Semiconductor Strategic Investment Fund
→ RM2.1 billion for mid-sized E&E, aerospace and medical device firms
→ Green technology tax incentives extended to 31 December 2030

RM10 million. That's now the maximum fine for scheduled waste effluent violations under Malaysia's Environmental Quality (Amendment) Act 2024 (Act A1712), with imprisonment of up to 5 years.

For laboratories, the exposure is higher than most. Acid and alkaline lab effluent falls under SW3 and SW4, the categories DOE is auditing hardest. And with eSWIS V2 now mandatory, a missing or late e-consignment note is visible to DOE the moment it happens.

What we see most often in lab walkthroughs:

→ pH checked now and then with a handheld meter, with no record for an inspector

Written Notification and Written Declaration — a requirement since 2014.

Under Regulation 4 of the Environmental Quality (Industrial Effluent) Regulations 2009, and Regulations 5 & 7 of the Environmental Quality (Clean Air) Regulations 2014, any new equipment, machinery, or system — or any modification to an existing one — requires formal notification to DOE. This isn't optional; it's a legal obligation.

Along with the Written Notification form, supporting documents must be submitted — including the application letter, letter of undertaking, engineering drawings (key plan, site plan, and elevation plan), technical specifications, and process workflow — at least 30 days before construction begins.

Following submission, a DOE officer may conduct a site visit to verify the application before issuing the notification acknowledgment letter.

Once construction is complete, a Written Declaration must be submitted within 30 days, accompanied by as-built drawings. From that point, it becomes the premise owner's responsibility to carry out ongoing pollutant monitoring — such as stack emission monitoring or industrial effluent monitoring.
