With a team of more than 120 dedicated professional, technical, and support personnel, ECAS provides best-value solutions that save resources, increase efficiency, and maximize outcomes while maintaining a high industry standard. ECAS Wins Engineering Award (Design) at the HDB Awards 2026 🏆

We are proud to share that ECAS Consultants received the Engineering Award (Design) from the Housing & Development Board at the HDB Awards 2026 on 25 September for our Infrastructure Works at Lower Seletar.

The 32-hectare Lower Seletar Stockpile Facility strengthens Singapore’s resilience against disruptions to the supply of construction materials. As lead engineering consultant, ECAS designed solutions to maximise storage capacity and optimise land use while meeting stringent geotechnical, environmental and operational requirements.

Delivered in two phases, the project provided approximately 1.3 million tonnes of storage capacity under an accelerated Phase 1 programme, enabling existing stockpile sites to be released for redevelopment. Phase 2 completed the relocation of stockpile resources and expanded the facility to its full strategic capacity.

Our team navigated complex ground conditions and sensitive interfaces with neighbouring facilities and land uses, developing tailored engineering solutions to support long-term stability, environmental protection and sustainable operations.
This recognition reflects the expertise, dedication and collaboration of our team and project partners. Thank you to HDB for this honour and to everyone who contributed to this achievement.
