At COP17 in Ulaanbaatar, URECA Co-founder and Chief Science & Technology Officer Unurbat Erdenemunkh joined the panel discussion on “Building a Herder-Centered Sustainable Model for Rangelands” as part of the launch of Mongolia’s Herder-Centered Carbon Pilot.

For URECA, the conversation around rangeland restoration ultimately comes down to aligning environmental recovery with better economics for herders.
“The fundamental shift is from maximizing the number of livestock to maximizing the economic value generated from every tonne of forage, while allowing nature to recover and pastoral communities to prosper.”

Unurbat shared URECA’s view that Mongolia does not need to choose between protecting its traditional pastoral system and improving productivity. Livestock production can remain decentralized, with herders empowered as stewards of the land, while value-added processing can achieve the scale, technology and market access needed to increase the value generated from Mongolia’s livestock sector.

Nature and carbon finance can help catalyze this transition by supporting herders to adapt to climate change, improve productivity and resilience, and move toward sustainable grazing practices that respect the land’s carrying capacity.

The goal is a model where healthier rangelands, more productive livestock, stronger herder livelihoods and higher-value products reinforce one another.

At COP17 in Ulaanbaatar, URECA joined the high-level panel “Mongolia’s Path from Coal to Clean Heating Solutions in Ger Districts” to discuss how Mongolia can move from successful household-level clean heating solutions to national-scale implementation.

Our founder Orchlon Enkhtsetseg shared the “Coal-to-Solar” journey and the impact already being demonstrated in households, including the potential to reduce coal consumption, improve indoor air quality and support a more affordable, reliable heating transition for families living in ger districts.

The discussion also explored what is needed to scale these solutions. While the technology is ready, widespread adoption will require coordinated government support, predictable regulation, concessional finance and bankable long-term revenue models that can attract investment and make clean heating accessible to more households.

A key takeaway was that the transition cannot be delivered by one actor alone. Government, development finance institutions, private-sector innovators and international partners all have a role to play in creating the policy, financing and market conditions needed to replace coal-based heating at scale.

It was encouraging to see strong alignment around the need to move beyond pilots and turn proven solutions into a scalable clean heating market for Mongolia’s ger districts.

Clean heating in Mongolia needs practical pilots, real household data, and learning from actual operating conditions.

URECA supported GERES Mongolia on the monitoring side of this SOAP II pilot, which brings together insulation, solar energy, and electric heating for detached houses.

Our main work through Coal-to-Solar focuses on ger households, and that remains a critical part of reducing air pollution in Ulaanbaatar. But to fully address the problem, we also need solutions for detached houses and better housing models.

This pilot is important because it helps show how clean heating systems perform in real homes, how households use them, what works well, and what needs to be improved before scaling.
