Disasters are not purely natural events — they are often the result of how hazards interact with exposed people, vulnerable infrastructure, weak systems, and limited capacity.
In Lecture #5 of CE-422: Disaster Risk Management, we discussed the fundamental relationship between hazard, exposure, vulnerability, capacity, and disaster risk. A major learning point was that an earthquake, flood, landslide, cyclone, or any other hazard does not automatically become a disaster. It becomes a disaster when communities, buildings, infrastructure, and institutions are not prepared to absorb, resist, or recover from its impacts.
For civil engineers, this concept is extremely important. While we cannot stop most natural hazards, we can significantly reduce disaster risk through:
✅ Safer structural design
✅ Proper implementation of building codes
✅ Resilient infrastructure planning
✅ Risk-sensitive land-use control
✅ Community awareness and preparedness
✅ Strong institutional coordination
✅ Reduction of physical, social, economic, environmental, and institutional vulnerability
The lecture also highlighted different types of hazards, including natural, anthropogenic, and socio-natural hazards, and explained how human activities such as poor urban planning, construction on natural drainage paths, deforestation, and weak enforcement can increase disaster risk.
Disaster risk reduction is not only the responsibility of disaster management authorities. It is also a core responsibility of engineers, planners, policymakers, institutions, and communities.
A safer society begins with understanding risk — and then designing, building, and governing accordingly.
