The two countries, Turkey and Pakistan, are represented in this joint venture by three leading organizations. Government of Pakistan is represented by NESPAK, the largest engineering consultancy firm of Pakistan while Government of Turkey is represented by two companies TUMAS and TUSTAS. TUMAS, or Turkish Engineering Consulting Company, was established in 1969 and has emerged as a leade
r in the development of engineering services in Turkey. Today, it is the biggest engineering firm in the country, staffed by qualified and experienced professionals. TUSTAS, or Turkish Industrial Plants Corp., was set up a year after TUMAS and is a blend of the strength of the public sector and dynamism of the private sector. In a short period TUSTAS has established its credentials as an efficient and progressive organization. It is now operating as a totally private company. NESPAK
The Government of Pakistan is represented by NESPAK, or National Engineering Services Pakistan (Pvt.) NESPAK’s track record includes successful handling of over 2359 projects with a total cumulative capital cost of over US $ 140 Billion. NESPAK has at its disposal the services of about 1800 qualified and experienced engineers, geologists, architects, economists, agronomists and technicians. NESPAK is Pakistan’s premier Engineering consultancy organization. Its international stature is well established and it enjoys the reputation of being one of the top engineering consultancy organizations in Asia and Africa. NESPAK was established in 1973 as a private limited company by the government of Pakistan. The objectives of its creation were to create a pool of talented engineers, attain self-reliance in engineering consultancy and replace foreign consultants with local professionals. Tümaş – Turkish engineering, consulting & contracting co. was established in 1969. Tümaş’ shareholders were Turkish petroleum corporation (tpao), azot industry co., Turkish sugar factories co. (Türkşeker), sugar insurance co. and haldor topsøe a/s (Denmark). 49 % shares belong to state owned companies and 51 % shares belong to private companies. Prime ministry privatization agency (sümer holding a.ş.) took over 49% shares of state-owned companies in 2001 and 51 % shares of private companies were transferred to F. Zafer Heperler. The main objective for the establishment of Tümaş was to develop Turkish engineering consulting capacity. Today, Tümaş is a well qualified and experienced engineering and consulting firm in performing the required services in all branches of engineering and consulting. 80 % of the services carried out by Tümaş are design, engineering and consulting, the remaining 20 % are studies, master plans, sector studies, regional planning and feasibility studies. Tümaş has been qualified for its services by the international corporations such as World Bank, Islamic Development Bank (IDB), Asian Development Bank, Saudi Development Fund (SDF) and Kuwait Fund. TUSTAS Sinai Tesisler A.S. (Turkish Industrial Plants Corporation) is a leading engineering consultancy firm in Turkey established in 1970, with 64% state and 36% private sector participation. As a result of long years of successful operation the company has gradually increased its capital to TL 95 billion as of 1997. TUSTAS had produced over 6.6 million man-hours of engineering consultancy services as of 1997.
