Most anchor submittals that get rejected in Pakistan fail for one reason. There’s no approval document behind the product. The contractor has already bought the anchors, they look the same as the German ones in the catalogue, and the consultant still won’t sign off. Work stops until someone sorts out the paperwork or pays for pull-out tests.

An ETA is that paperwork. If you specify ETA approved anchors and attach the document to the submittal, this whole problem goes away.
