What is RA 9292?
Republic Act No. 9292, also known as the Electronics Engineering Law of 2004, establishes the legal framework governing the practice, regulation, and professional standards of electronics engineering in the Philippines. It defines the qualifications, responsibilities, and professional boundaries of individuals working in electronics engineering and technology.
By regulating professional practice and promoting competence, accountability, and ethical conduct, the law helps ensure that electronics and communications systems are designed, implemented, and maintained according to established technical and safety standards. It also provides the foundation for distinguishing the responsibilities of licensed professionals and technical practitioners within the electronics industry.
The law covers a broad range of professional fields, including telecommunications and broadcasting, industrial electronics and automation, medical and biomedical electronics, computer systems and information technology, aerospace and defense electronics, consumer electronics, and other related disciplines. These fields support essential services, technological innovation, industrial productivity, and national development.
A significant aspect of RA 9292 is the authority of a Professional Electronics Engineer (PECE) to review, sign, and seal technical documents for electronics engineering projects, subject to applicable legal and professional requirements. These documents include plans, drawings, technical specifications, and feasibility studies, helping establish accountability for the technical integrity, reliability, safety, and regulatory compliance of covered projects.
RA 9292 also distinguishes three professional classifications: Professional Electronics Engineer (PECE), Electronics Engineer (ECE), and Electronics Technician (ECT). The PECE represents the highest professional certification in electronics engineering and holds the specific sign-and-seal authority provided by law. The ECE is a licensed professional qualified to practice electronics engineering within the scope of the law, contributing to system design, development, installation, operation, and maintenance.
Meanwhile, the ECT focuses on technical implementation, testing, troubleshooting, and maintenance of electronic equipment and systems, consistent with applicable qualifications and regulations. Together, these classifications support a competent, accountable, and safety-conscious electronics profession in the Philippines.
