Please be informed that in accordance with Memorandum Circular No. 2025-04, the Bureau of Quarantine will be implementing a new policy regarding the validity of the Inactivated Polio Vaccine (IPV).

Effective October 2025, the validity of the IPV will be changed from its current validity to a One-year validity.

This advisory is being issued to ensure public awareness and compliance with the updated health and quarantine protocols.

Summary of MARINA Advisory No. 2025-40

Effective January 1, 2026, all seafarers are required to complete either the Updating Training on BT–PSSR or the Revised Basic Training (BT) before deployment or COP revalidation.

📌 Seafarers with BT but no COP:
📌 BT completed within 2 years → Take BT-PSSR Updating Training.
📌 BT completed over 2 years ago → Take Revised BT.

📌 Seafarers with valid COP:
📌 Less than 2 years validity → May revalidate after completing BT-PSSR Updating Training.
📌️More than 2 years validity → May still use COP but must complete BT-PSSR Updating Training before next embarkation or revalidation.

📌️ Seafarers currently onboard:
📌️ Must take BT-PSSR Updating Training before returning to work or revalidating COP.

📌️Expired COP or first-time applicants:
📌️ Must take the Revised BT before applying for COP.

Manning/Shipping companies:

Must ensure all seafarers have completed BT-PSSR Updating Training and hold a valid COP.

Starting January 1, 2026, compliance with these requirements is mandatory for all seafarers.
