Cotabato City โ The Philippine Institute of Civil Engineers, Inc. (PICE) Cotabato City โ Maguindanao (CotMag) Chapter, in partnership with the Professional Regulation Commission (PRC), proudly concluded its 5th Oath Taking Ceremony for the November 2025 Civil Engineer board passers on November 22, 2026 at PICE Building, CCDEO Compound, Cotabato City.
The ceremony was graced by esteemed guests, including Deputy Speaker of the Bangsamoro Transition Authority (BTA), Engr. Baintan Adil-Ampatuan, who served as the Guest Speaker, and Cotabato City Mayor Mohammad-Ali โBruceโ Matabalao, who delivered the keynote address. PRC-XII Regional Director Rotelo B. Cabugsa administered the oath to the new civil engineers.
Adding to the significance of the event, the Director-General of the Ministry of Public Works Bangsamoro formally inducted the new civil engineers as members of the PICE Cotabato City โ Maguindanao Chapter. Immediate Past President of PICE CotMag and former MPW District Engineer of Maguindanao del Sur District Engineering Office, Emran B. Buisan, also attended the ceremony. He expressed his pride in seeing the continuation of the oath-taking tradition for new civil engineers in Cotabato City, a legacy he initiated.
In a heartwarming gesture, DPWH Region IX Assistant Regional Director Najib D. Dilanggalen announced during his closing remarks that, as a special welcome to the profession, he and his son, Member of Parliament Dr. Hashemi Dilangalen, would be sponsoring FREE PRC License Fees for the new engineers. This generous contribution aims to support their first steps as licensed professionals.
PICE CotMag Chapter President Esmael โMikeโ Ganduan expressed his sincere gratitude for the invaluable support of the Bangsamoro Government, through the office of Deputy Speaker Ampatuan, the City Government of Cotabato, and the Professional Regulation Commission. He emphasized that the event would not have been possible without their collaboration. He also extended his appreciation to the dedicated PICE Officers, supportive parents, enthusiastic student volunteers, and all other stakeholders who contributed to the success of the ceremony.
