Proud to be the structural engineering and seismic services partner for the Faradays luxury retail development at 131 Queen Street, Auckland.

The project delivers the adaptive reuse of an existing building across the basement, ground floor, and Level 1, supporting a landmark retail and hospitality destination scheduled to open mid-2026.

Faradays will bring together international luxury brands and emerging local designers within a curated, hospitality-led and immersive retail environment.

EPB System Review & Seismic Assessment Updates – What You Need to Know

Following the recent NZSEE Q&A document and MBIE Chief Executive webinar, we’ve summarised the key points on the proposed EPB (Earthquake-Prone Building) system and seismic assessments:

Key Updates:
1. The proposal is still under review and may take up to two years before new legislation is implemented — expected around mid-2027.
2. The proposed EPB system will focus on concrete buildings (3+ storeys) with specific vulnerabilities and URM buildings in medium and high-risk zones.
3. Auckland, Northland, and the Chatham Islands are excluded from the EPB system.
4. Until new legislation is passed, the existing EPB system remains fully in force.
5. For regions outside the earthquake-prone building regime, the current Alpha grading system continues to apply.
6. Seismic assessments will still be essential for alterations, additions, or changes of use — ensuring compliance with the Building Code and demonstrating lateral load resistance.
7. Engineers are encouraged to provide clear summaries of potential risks for low-scoring elements, helping owners prioritise remedial work.
8. Overall, the impact on non-EPB seismic assessments is expected to be modest, with the NZSEE grading system remaining the standard for voluntary upgrades.

Innovation Meets Efficiency: TEKTON’s Latest Engineering Milestone

Seismic performance of precast concrete floors is a big challenge, retrofits can cost millions, yet current models don’t always reflect real-world behaviour.

We’re excited to have Callaghan Innovation supporting us to:
• Test six precast floor specimens with AUT.
• Compare results with DIANA FEA software models and improve predictions.
• Develop validated material models and use AI for smarter, data-driven insights.

The result: Engineers can make better-informed seismic assessments, improving safety and potentially saving millions.

Thanks to Callaghan Innovation & AUT - Auckland University of Technology for partnering on this important research benefiting New Zealand and the world.

Tekton Update: Government Announces Major Changes to the Earthquake-Prone Building (EPB) System

On 29 September 2025, the Government outlined its plans to reform the EPB system, following MBIE’s review.

Key proposals include:
• Focusing mandatory requirements on higher-risk building types — such as multi-storey concrete with vulnerabilities and URM buildings in medium/high seismic zones.
• Removing low seismic hazard areas like Auckland and Northland from the EPB regime.
• Introducing a more targeted retrofit approach rather than broad %NBS thresholds.
• Allowing owners to apply for extensions on seismic strengthening deadlines.
• Removing some building types from mandatory EPB requirements (while residual risks remain for owners to manage).
• Retaining the NZSEE grading system as the basis for non-EPB seismic assessments, with appropriate adjustments not yet defined.

Next steps:
• A Bill will be introduced later this year.
• Select Committee hearings in early 2026 will allow communities and stakeholders to provide input.
• Implementation is expected from mid-2027.

These reforms narrow the focus of mandatory upgrades, but they also raise important questions around residual risk, owner responsibility, and market impacts.
