EPB System Review & Seismic Assessment Updates – What You Need to Know
Following the recent NZSEE Q&A document and MBIE Chief Executive webinar, we’ve summarised the key points on the proposed EPB (Earthquake-Prone Building) system and seismic assessments:
Key Updates:
1. The proposal is still under review and may take up to two years before new legislation is implemented — expected around mid-2027.
2. The proposed EPB system will focus on concrete buildings (3+ storeys) with specific vulnerabilities and URM buildings in medium and high-risk zones.
3. Auckland, Northland, and the Chatham Islands are excluded from the EPB system.
4. Until new legislation is passed, the existing EPB system remains fully in force.
5. For regions outside the earthquake-prone building regime, the current Alpha grading system continues to apply.
6. Seismic assessments will still be essential for alterations, additions, or changes of use — ensuring compliance with the Building Code and demonstrating lateral load resistance.
7. Engineers are encouraged to provide clear summaries of potential risks for low-scoring elements, helping owners prioritise remedial work.
8. Overall, the impact on non-EPB seismic assessments is expected to be modest, with the NZSEE grading system remaining the standard for voluntary upgrades.
