06/05/2026

The Scale of Fees (SOF) for engineering services in Malaysia is currently undergoing a comprehensive revision aimed at strengthening the mechanism for determining professional engineering fees with greater clarity, consistency, and alignment with present-day industry expectations. This marks a significant milestone for Malaysiaโ€™s engineering profession after nearly three decades.

Public Works Department (JKR) Sarawak Director and Vice Chairman of IEM Sarawak, Datu Adj. Prof. Ir. Ts. Gs. Br. PMr. Dr. Cassidy anak Morris, who also serves as Chairman of the Board of Engineers Malaysia (BEM) Scale of Fees (SOF) Committee, chaired the SOF Committee Meeting held at the BEM Office in Kuala Lumpur on 5 May 2026.

Also present as part of the committee were Institution of Engineers Malaysia (IEM) President, Ir. Yau Chau Fong, and IEM Deputy President, Ir. Chen Harn Shean.

The SOF Committee plays an important role in safeguarding and advancing the engineering profession through the following responsibilities:

โ€ข Reviewing the Scale of Fees periodically in line with the evolving needs of the engineering industry, and making recommendations to the Board.
โ€ข Updating the Model Form of Agreement from time to time to reflect current industry practices and requirements.
โ€ข Assisting the Board in providing clarifications on matters relating to professional engineering fees.
โ€ข Assisting the Board in making representations to relevant authorities and organisations on matters affecting engineers with regard to fees and professional rights.

This ongoing initiative reflects the commitment of BEM and industry stakeholders towards ensuring a fair, sustainable, and progressive professional engineering framework for the future.

By DayakDaily Team KUCHING, May 6: The scale of fee for engineering is being revised to strengthen the mechanism for determining professional engineering fees with greater clarity, consistency, andโ€ฆ

The global geopolitical landscape, particularly ongoing conflicts affecting energy-producing regions, has led to significant volatility in fuel prices and supply chains. The Malaysian Government, through the Krisis Bekalan Global (28 April 2026) MTEN briefing, has identified key challenges affecting the construction and engineering sectors, including:
- Rising input costs (average +12.59%)
- Increased fuel prices and logistics pressures
- Risk of project delays due to cost escalation
- Dependence on construction materials (64.2%) and labour (32.8%)
- Need to stabilise supply chains and maintain project continuity

In response, The Institution of Engineers, Malaysia (IEM) is conducting this survey to:
- Assess the direct and indirect impacts of fuel price escalation on engineers
- Understand challenges in project delivery, contract administration, and cost management
- Identify risks to professional practice, ethics, and industry sustainability
- Gather data to support policy recommendations and government engagement

All responses will be treated as confidential and used strictly for research and policy development purposes. Please take a few minutes to complete the survey and help strengthen the collective voice of engineers in Malaysia ๐Ÿ’ช๐Ÿป๐Ÿ‡ฒ๐Ÿ‡พ
