Expert Judgment: Consult experts who are familiar with the work, such as consultants or vendors.
Delphi Technique: Gather estimates from multiple experts independently, then average their final estimates after several rounds.
Top-Down Estimating: Start with a broad estimate for the entire project and break it down into smaller components.
