🎉 45th ANNUAL GENERAL MEETING OF THE ASSOCIATION OF PUBLIC SERVICE ENGINEERS (APSE) 🎉

The 45th Annual General Meeting (AGM) of the Association of Public Service Engineers (APSE) was held on 20th October 2026 at The Kingsbury, Colombo, bringing together public service engineers to mark this important occasion and strengthen the association’s commitment to professional excellence and the advancement of the public engineering service.

මේ අපේ සහෝදර ඉංජිනේරු සංගමයක් වන මාර්ග සංවර්ධන අධිකාරි ඉංජිනේරුවන්ගේ සංගමය බෙදා හැරි, ඉංජිනේරුවන් සම්බන්ධයෙන් පාර්ලිමේන්තුවේ ආංශික කමිටුව තුල සිදුවූ සාකච්චාවක නිල වීඩියෝ පටයක්...

ඉංජිනේරු වෘත්තිය පිළිබඳවත් සංවර්ධනය උදෙසා ඉංජිනේරු ක්ෂේත්‍රයේ සවිමත් වීමේ අවශ්‍යතාවයත් නොදන්නා කිසිවෙකු නොමැති තරම් වුවත් ඉංජිනේරුවන්ව සවිමත් වියහැකි යම් ක්‍රියාවක් සිදුවේද ඊට එරෙහිව අවි අමෝරා "රටම වලපල්ලට ගියත්" කුමන්ත්‍රණ කරුවන්ගේ ග්‍රහණයට ලක්වන පාලකයන් රටකට අපලයකි.

මෙතැනින් පහලට කතා කෙරෙන්නේ රාජ්‍ය සේවය තුළ අමාත්‍යංශ-දෙපාර්තමේන්තු-පළාත්පාලන ආයතන ආදී වශයෙන් විවිධ ආයතන වල ඉතා සීමිත තනතුරු ප්‍රමාණයක් දරමින් ලංකාවේ වාරිමාර්ග - ගොඩනැගිලි- නගර සංවර්ධන-වෙරළ සංවර්ධන ආදී වශයෙන් එකි මෙකී නොකී සියලු ඉදිකිරීම් හා නඩත්තු කිරීම් සිදු කරන රටේ සමස්ත බජට් එකේ 50% කට බොහෝ සෙයින් වැඩි ප්‍රාග්ධනය ඉංජිනේරුවන්ගේ වගකීමක්.

ඉහළම සුදුසුකම් ලත් ඉංජිනේරුවන්ගේ වගකීමට යටත් ව ඇති නිසාම ලෝකේ බොහෝ රටවල් වලට වඩා ඉහළ ඉංජිනේරුමය ගුණාත්මකභාවයක් හා එනිසාම අමුණා ඇති වීඩියෝවේහි දක්වා ඇති පරිදිම ආයෝජනයෙහි ප්‍රතිලාභය - Return of Investment ඉතාම ඉහළින් රැකදෙන වෘත්තිකයන් ලෙස සුදුසුකම් ලත් රාජ්‍ය සේවා ඉංජිනේරුවන් හඳුන්වාදිය හැකිය. කෙසේවෙතත්, අපේ රටේ රාජ්‍ය සේවය ගිල්වා තබා ඇති "විෂය කුසලතාවය"ට ඉඩ නැති යල්පැනගිය ක්‍රමය උදුරන්නේ නැතිව රටේ සංවර්ධනය මිරිඟුවක් වී යාම නවතාගත නොහැකි වීඇත. ඒ නිසා ඉංජිනේරුවන්ව විවිධ ආයතන තුළ සිරවී සිටිමින් සංවර්ධනයට දායක කරගැනීම නොහොත් කඩදාසි වල කොකා ගසා තනතුරු වල වැජඹෙන්නන්ගේ නොහැකියාවද දරාගනිමින් (BOTTLENECKS දරාගනිමින්) සංවර්ධනය ළඟා කරගැනීම අමතර ආයාසයක්ද වීඇත.

ඉංජිනේරුවන් තම දැනුම භාවිතා කොට ලබාදෙන යෝජනාව අතාර්කික විෂය දැනුමෙහි දශමයක කුසලතාවයක් නොමැති පිරිසකගේ කමිටුවකින් ඉවත්ව යන,
සුදුසුකම් නොලද්දන්ගේ අසාර්ථක යෝජනාවක් සඳහා වෙන්කරන මුදලක් (මහජන බදුමුදල්) සාර්ථක නිමැවුමක් කිරීම සඳහා තම දැනුම හා අත්දැකීම් අසීමිතව යොදාගෙන දැඩි ආයාසයකින් කටයුතු කරන්නට සිදුවේ. එක දෙක කරන පිරිසක් තනතුරු රැකගනිද්දී දැනුම මත රාජකාරි කරන සීමිත ඉංජිනේරුවන් පිරිස දිනෙන් දින අඩුවෙමින් පවතී. අත්දැකීම් ලද්දන් දිනෙන් දින ලෝකයේ බොහෝ රටවල් සංවර්ධනයට එක් වෙති.

එදා 2024 ජූනි මාසයේදී වසර 12ක් ගෙවමින් තිබූ දීමනාවක් වැඩිකරන ලෙස ඉල්ලා පාරට බැස්ස ඉංජිනේරුවන්ට සිදුවූයේ කුමක්ද? රටේ ආර්ථික අවපාතය හේතුවෙන් හා බුද්ධි ගලනය හේතුවෙන් එවක අගමැතිතුමා පත් කල කමිටුවක තීරණයක් ලෙස වසර 12 ක් තිස්සේ ගෙවමින් තිබූ දීමනාවක් වැඩි කරනවා වෙනුවට අවසානයේ දී වැරදිලෙස රාජ්‍ය පරිපාලන විසින් අත්තනෝමතිකව ගෙවීම වහාම අත්හිටුවා දමන ලදි. ඉංජිනේරුවන් රාජ්‍ය සේවයෙන් පිටමං කිරීම හුදෙක් අහම්බයක් නිසා සිදුවන්නක් නොව සංවර්ධන ක්ෂේත්‍රය තුළ ඉංජිනේරුවන්ව දූෂිත පරිපාලකයන්ගේ අතකොලු ලෙස භාවිතා කළ හැකි වන පරිදි රාජ්‍ය සේවයේ සුදුසුකම්ලත් ඉංජිනේරුවන් වෙනුවට "පිටතින් හයර් කළ සමාගම්" හරහා තම සිතැඟි පරිදි දූෂිත අරමුණු සඳහා තවදුරටත් සංවර්ධන කාර්යයන් යොදාගැනීමේ අරමුණයි.

ඉංජිනේරුවන් රැකගන්න. එයා සංවර්ධනයේ කෙටිමග බව නොරහසකි.

WHO TO CHALLENGE SUPREME COURT DECISION?

The basis of the Supreme Court decision is clear: public service appointments and access to public posts must be governed by equality, rational justification, objective criteria and fairness.

Any exclusive reservation of public posts, without a disclosed and reasonable basis, is arbitrary and inconsistent with the constitutional guarantee of equality.

Institutional delay after such a decision IS WHAT???. The order must be respected, implemented and given full effect.

The Association of Public Service Engineers (APSE) expresses its deepest condolences on the passing of Mr. Ranga Rajapakse, Acting Director of the Department of External Resources, Ministry of Finance.

Justice belongs in lawful process, where facts are heard and determined, not in the court of electronic or social media, where opinion is too often delivered as judgment.

We extend our sincere sympathies to his family, colleagues, and all those who had working with him.

May he attain the Supreme Bliss of Nibbana.

දෙමවිපියනි, ඔබේ දරුවා ඉංජිනේරු උපාධිය ලබාගැනීමෙන් පසු ඉංජිනේරුවෙකු ලෙස රට තුළ නීත්‍යානුකූලව සේවය කිරීමට හැකිවීමට නම් "රැවටෙන්න එපා"

ඔබ ඩිප්ලෝමා හෝ සහතිකපත්‍ර පාඨමාලාවක් සිදුකොට සුදුසුකම් ලත් "කාර්මික නිළධාරියෙකු, තාක්ෂණ නිළධාරියෙකු" වීමට බලාපොරොත්තු වන්නේ නම් "රැවටෙන්න එපා"

උපාධි සහතිකය ලබාගත් පසු "ඉංජිනේරු සභාවේ" ලියාපදිංචි විය හැකි දැයි සොයා රැවටී පසුතැවෙන්න එපා. සුදුසුකම් ලත් ඉංජිනේරුවන් හෝ අදළ ආයතන අමතා තහවුරු කරගැනීමෙන් පසු තීරණ අරගන්න.

වැදගත්- සිසු දරු දැරියනි, රාජ්‍ය සේවයට තරුණ වෘත්තිකයන් ලෙස රාජ්‍ය සේවයේ තනතුරු සඳහා සුදුසුකම් ලත් ඉංජිනේරුවකු ලෙස පත්වීමට කැමති නම් ඔබ " පූර්ණ කාලීන සිව් අවුරුදු විද්‍යාවේදී ඉංජිනේරු උපාධියක්" වගේම, "ශ්‍රී ලංකා ඉංජිනේරු ආයතනයේ" හා "ශ්‍රි ලංකා ඉංජිනේරු සභාවේ" නිසි සාමාජිකත්ව තත්වයද ලබාගත යුතුයි. එම නිසා සැමවිටම බුද්ධිමත්ව කටයුතු කරන්න.

නිසි හැකි පාඨමාලාව තෝරාගෙන එහි විශිෂ්ඨයෙකු වන්න. ඉංජිනේරුමය නිමැවුමක් සඳහා ඉංජිනේරු ක්ෂේත්‍රය තුළ සිය ගණනක විව්ධ රැකියාවල නියුක්ත වූවන් පාර්ශවකරුවන් ලෙස දායක වේ. විශිෂ්ඨත්වයට "කෙටි මං" සොයා අතරමං නොවීමට සිදුකරන කාරුණික දැනුවත් කිරීමයි.
